<br />C7TY OF NORTH OIM3ED <br />RESOLUTIE3N NO . / i; <br />, . <br />By <br />RESOLIITiON P80P(3uING PRQB9BI.E TERM QF PARZ'TCIPATIOK BY THE <br />VILLAQE OF PABKTIEW IN THE NORTH f}LMSTID MNICIPAL 9EW1GE <br />PLANT, AND IlECLARING .AN DMGEKCY. <br />WH?',A5, heretofore the Village of Parkviex has egpressed to this city a <br />desire to be advised as to its participation in and as a part of the North fllmsted <br />sewage system and plab.t, and <br />WHERFAfi, heretofore there have been diseussions between officials of said <br />village concerning said possible participation ariel that the City of North f3Zmsted <br />has heretofore advisei Parkview officials that sueh participatioa wcyul.d be acceptable <br />and from an engineeririg standpoint feasible, and <br />WHEECEAS, it ia determined necessary that an official record be mado by the <br />Council of this city, indicating its willi.ngneBs that the Village of Porkview beccme <br />a paxt of our system, if it so desires, and the general terms to be extended to <br />Parkview Village as to its finaneial respcraoibilities, if ench participation became <br />mu-tuallg desirable, and when so determined, that a contract be dravm bixidiug the <br />respective manicipalities as to its liabilities and under the general terms of which <br />cantract a$ to the financial paxticipation wauld be the sabstar,.ce of Section 2 of th3.s <br />resolution, <br />NOrT, THEREFORE, BE I2' RESOLVIM by the Ccyuncil of the City of North Olmsted, <br />State of 4hio: <br />Seetion ls That the Council of the City of North 01msted does hereby wish <br />to make knowa tha.t the Village of Parkview is welcome, if it so detexmines to do sa $ <br />to partiaipate as a part of the North Olmsted sanitary 8ewage syatem and the use af <br />the sanitary sewage treatment plant. <br />Section 2: This Council has been advised by F'loyd G. Browne & Asaoeiates, <br />the aonsulting engineers preparing the detailed plans and specifications for this <br />city's sanitary aswage system and plant, that it would be feasible to permit the <br />Village of Parkview to participate as a part of the san:itary seirage sYstem, genera7-lY <br />determin3xig that the Village of Parkview, if it became a part of the sanitary sewage <br />sy$tem of this city, wou.ld comect 3.ts trunk line with the tnmk line of thi.s citg <br />located in the general location of Fsther Avenue and Clague RQad in the City of North <br />4lmated; that to so paxtieipate, the trunk line from this poiat southerly to the <br />treatffient plant of this city would have to be enl.arged to aeeomodate the adclitic>nal <br />sezvice so required beeause of the participation of the Village of Parkview. The <br />consulting engi.neers have so advised the city in wxiting, by letter dated July 29, <br />1960, the ccntents of whiah communiQation were rather thoroughly diacussed with <br />members of this Cmzncil and officials of the Village of Paxkview. If such paxtieipatirn <br />became a reality, the reeponsibility aad lia.bilitie$ of the muniaipalities concerned <br />would be required to be set forth in a eontract approved by the Councils of both <br />municipalities. Based on the report of said engineer, this Council wishes to confa.acm <br />tha,t the facts and figurea made available in the letter dated July 291, 1964, from <br />Floyd G. Browne & Associates, are satisfactory and would be suitable to incorporate <br />in said cantra.et fixing the liabilitiea of the Village of Paxkeiew for such participati <br />and exprese?y desirixig to indicate to Parkview Village that the proposed aharge ta be <br />made to ea,ah water carmectim, est9.ma.ted to be at the rate of $S.CXJ per 1000 cubic feet <br />consumed by each conaeeticra, woulcl be reduced periodically as the justifiaatioa fax <br />the reduetioa of said sewage rental rate wauld occur, believed to be reviewable at <br />least every five years after entering into sa,id contraet. <br />This Council further believes that the figares sug$ested for the <br />participatios of the Village of Paxkview as a cash eontributim of $45000.00 is <br />£aa.r and acceptabl.e to thi.s city and is arrived at by determining ttie total cost of <br />the extensim of the Esther Aeenue sewer and the modification thereto and of the trunk <br />line sewer to the pZant, which figuxe is ten percent of $4509000.00, the esti.mated <br />aost of sueh extension and modificatian.
