CITY OF NGR??I OLNLSTED <br />013DINANCE NO.:..?'" <br />By ° tQ <br />a <br />4RDINADTCE ADf3PTING SPPCIFICaTIONS MR THE USE OF SEii11GE TNEAMTT <br />PLANTS IN DEPELOFME[+iTB APPROYPD BY THE CITY Q8 F08 AUAS ALREATJY <br />DEPELOPED, AND DECLARING AN ]DJERGE[+iCY. <br />'F,ASp the City of T3orth Olmsted ha,s underwa,y the constrtzction of a <br />sanitary sewage system and treatment plant, and <br />WHEREASv in the development of the city and in the constructiarl of the <br />sanita,ry sewage treatment plant only protions of said city are currently having <br />planned the said installation of the permanent sanitary sewage system, and <br />MMEAS, .for the planning of said sanizary sewage system, the <,ity ha,s been <br />divided into three zones and the initial construction of said sewa;,;e sysi;em as now <br />planned is generally confined to the easterly portion of the city and to the easterly <br />portion of the aforesaid three districts, and <br />WHE:REAS, it is contemplated that it raay be appraximately 1962 before said <br />sanitary sewage system and treatment plant will become available for use in the initzal <br />phase of the construction af said system in the easterly portion of said city, and <br />I'JHMEAS, in that area there have been applications ior new subcUvisions an.ci <br />there will be new applications for new subdivisians and af extensive constructions, <br />perhaps of commercial or multiple dwellings, and <br />I&KREAS9 to permit -oing forward with said plans which ha,ue heretoi'ore ox <br />will be otherwise approved by the Planning Commission of the city and the Council of` <br />the city, with the exception of the sanitary sewer problem, it is deemed desiraale <br />to permit the planned use of a sewage treatment system served by the sewers to be <br />constructed rrithin said proposed subdivisions, developmen.ts or projects which ul.tim<ktely <br />become interchangeable with the overall plans for the city wide sewage ti-eatment systeM, <br />and <br />WIR??p certain recommendations for such treatment plants in said areas <br />have been studied by the City Engineer arid, upon his repart to Council, by Counci?., ;::?r d <br />WHEREAS, in other portions of the city where th.e sanitary sewa,ge lines are <br />not presently contemplated to be extended until f.inancing becomes availa'ble although <br />planned to make si.milar provisions for atype of sewage treatment plant i;o be used <br />in said a,reas of a durable nature contemplating some extensive delay befare said <br />areas are to be served with the general overall city planned sewage systE:m, and <br />IE124AS, this ordinance proposes to permit a more prompt and economically <br />advantageous use of the lands located within the city, it is the desixe af this Cotincil <br />to permit the con.struction of treatment plants of Class A and Class B as defined in <br />Section 2 hereof, if the proposed construction and operation meet the renuirements <br />hereinafter set forth an.d the approval of the City Ehgineer and of Counczl as to tkle <br />type and location thereof, <br />NOW9 TFiEREFORE, BE TT ORDAINED by the Gouncil of the City of I?orth Ulmstec?F <br />State of Ohio: <br />Section l: That there be permitted to be i.nstalled in any proposed subcizvisior <br />or area the installation of sewage treatment plants when sa,id plans for plants meet <br />the minimum requirements of the State of Ohio Depa,rtment of Hea,lth and the Cuyahoga <br />County Sanita,ry Engineers Office and obtain the approval of the City Engineer and <br />Council as to their location, size, design and operation, with particulwr stress <br />placed an such factors when consideration is given to the. axea i•rherein sttid proposed <br />treatment plants are to be constructed.
