Section 9: That this ordinance is hereby declared to be an eznergency measure necessary for the immediate preservation of the public hea.lth, safety, peace and general welf'are of the City of North Glmsted, and such emergency exists by virtue of the necessity of the City of North Glmsted ancl the City of Fairview Park negotiating a new franchise agreeuient,wherein the officials of said cities have determined and agreed to a fare adjustment to be effective June 27, 1960, as necessary for the preservation and continuation of public transportation for the areas presently being served by the North Ulmsted Ifunicipal Hus Line.
