<br />Section l: That Section 1 of Ordinance 2992' enacted February 16,
<br />1960, entitled., "An Ordinance Determining the Idecessity of I,evying an Additional
<br />Preliminary Assessment upon the Lienefited Lots and Lands Within the City of North
<br />Olmsted to Pay rurther Costs of General and Detailed Planso Speci.fications.,
<br />Estimates and (}ther Chargea in Conneetion wri.-th the Constru.etion and Financing
<br />of the Muni.cipal Sewerage SystemsK reading as foll.ows:
<br />"Section l. Tru3t in order to pay additianal costs., now estimated
<br />at $128,994.91 incurred and to be incurred in completing general
<br />and detailed plans., specifications., cost est:i..mates., preparation of
<br />tentative assessments,, and the costs o.f financing and legal servicss
<br />i.ncident to the preparation of such plans and plan of fin.ancing,
<br />Council hereby determiaes that it is necessary that a further pre-
<br />liminary assessment be levied in awordance with tax valuation upon
<br />all lots and 1.ands lying within the present eorporats boundaries of
<br />the Gity of Nort,h Qlmsteds which lots and lands are hereby detexm.i.ned
<br />to be benefited by the proposed sewerage systam improvament, and Nhich
<br />assessment shall be payabls over a period of twenty years."

<br />costs of financ3.ng and 7.c3gal services incident to the preparation of such plans
<br />and the plan of financings Council hereby determines it necessary that a fvriGher
<br />preliminary assessment be levied in accordarice with tax valuation upon all lots
<br />and lands lying within the present corporate boundaries of the City of Narth Olmstedt
<br />which lots and lands are hereby determired to be benefited by the proposed sewerage
<br />system improvement., and which assessment shall be payable over a period of twenty
<br />years.
<br />Section 2: That this ordinanae is hereby declared ta be an emergency
<br />measure necegsary for the immediate preservation of the publia peace, health and
<br />safety of the Cityp and suah emergency exists by virtue of the necessity af im-
<br />mediately in3tiating proaeedirgs looking to the conatruction of a sanitary sewerage
<br />collection and disposal facilities for the Citys all for the preservation of the
<br />public peaea., health and safety of the City and the inhabitants thereof.
<br />Section 31 Wherefore., this ordinance shall take immedi.ate effect from
<br />and after its passages otherwises at the earliest wriod allowed b,y l.aw.
