<br />cations to the State of Ohio tdater Follution Control Board and to the U. S. Pu.blic Health
<br />Service for the construction of a sanitary sewa,ge treatment nlant and trunk line sez•rers in
<br />said city, persnitting the city to qualify under the laws of the State of Qhio and to nuaJ. if'y
<br />for federal aid in the construction of tnis projeet, and
<br />VT.KL'1 U;ASt on November 3, 1959, at the genera.l election held in sai.d city, the
<br />sanitary sewage treatment plant bond issue tras voted upon by the electors of said cit;y, and
<br />L?? ?T?-?i.'?AS, the unofficial returns on said issue reflect a vote of 2814 for :a,nd
<br />2316 a,gai.nst, and which issue necessitated a fiity-five nercent ( 5A plura,.l.ity an oruer
<br />to carry? and that there is therefore a-Dproxima,tely an eight (8) vote difference from the
<br />required plurality, and
<br />'e+liEI'?5, a recount of the votes on said issue is to be made, which recount :rill
<br />probably be completed tirithin two week?s after the certification from the Boaxd of Elections
<br />officially notifying the city of the vote upon said issuet and which said certification is
<br />expected to be received by the city by November 14, 1959, and

<br />of contracts for this project must be deferred until certification of the recount, additional
<br />time of thirty days is to be requested by the city of the State of Ohio Water Pollution
<br />Control Board and of the U. S. Rzblic Heal.th Service,

<br />Section 2: iha,t this zesolution is hereby detez,.lired to be an emergcncy r,leasu--e
<br />necessary for the immediate presErvation of the public hea,lth, sarety and wel.fare o{' the
<br />City of idorth Olmsted, and such emergency exists by virtue of tne necessity of ;oermirting
<br />tn.e city to continue to qualify for federal aid and to meet the requirements o#' the S tate
<br />of Ohio in the construction of a, sanitary seVrabe treatment plant and trixnk line seJrers,
<br />project is to be partially linanced by the bond issue appearing on the ba,llot of i,}overlber
<br />1559, the outcome of trhich election reflected said issue to have been defeated uy a,rer?f
