pRa I NANCE NO. AN ORDINANCE ESTABLISHlNG RATES TO BE CHAR6ID FOR TNE SERVICES QF THE tMlN I C 1 Psl SAN i TARY SEWERAGE SYSTEM t!T t L i TY OF THE CtTY OF NORTN OLMSTED, OM10. WtiEREAS, the Counctl of the City of North Olmsted has determined to construcfi and thereur?on to oper:te as a municipal utility a sanitary sewerage system and re- lated facitities (hereinafter cailed the "System") for the coliectiom mnd disposal of sanitary sewage and industrial wastes In said City; and WHEREAS, Council has determined it to ire necessary to construct the System in accordance wi th the das i gns and reccmmendat i ons of F 1 oyd G. B rowne and Assoc i a tes , 6onsulting Enginaers for the City, in arder te provide adequate disposai of sach sewage and wastss and in arder to acecmplish the same and t4 pay the costs of operating and maintaining the System, Council has deterratned to estabiish iamediately rates and charges for the use of the System at least sufficisnc to pay the costs of sueh operation and maintenancs, any surpius to be available to pay the interest on and principal of bonds issusd to finance the constructian of the System and to provide additional revenues to permit such financing; Ncw Therefore Be It Ordained by Council of the City of North 4lmsted, Ohio: Section l. That it is heremy determined and declared to be necessary for the due protection of the pubiic heaitb, safety and welfare of the City of North Olmsted to estabiish and collect charges for the use of the System upon ail lots, lands and premises served by or having connection with the Systan. Section 2. That the funds received frar+ the coliection of the retgs and charges hereinafter provided shall be depasited as received with the Cttyrnsasurar, who shail keep the same in a separate fund designated "Sewar Revenue Fund". Subject to the pro- visions of any ordinance or Indenture of Mbrtgage authorizing the iss wncs of and securing meartgage revanue bonds for the System, moneys, in said Fund shall be used for the payment of tho cost and expsase of operation, maintenance, ropair and ,manage- ment of the 5ystem and any surpius in said Fund over and above the requiranents hereinbefore mentionsd may be us+ed for paymant of debt chsrges on bunds issued for construction of the System and for enlargoents of and replacar+ent to tho Syste»n and parts thereaf. Section 3.
