That the question "Shall a Cosaaission be chosen to frame a Charterer stetted to a vote of the qualified eleatcirs of the City mf 1~'a+rth Olss~ted at the regular municipal election to be held on 'Tuesday, the nth day of November, 1958, at the regular place or places of voting in said City, as established by the Board of Elections of Cuyahoga County, Ohio, between the hours of 6s3O A.M. and 6x30 P.M.j that said question shall ba submitted in the follcxing form, to xit= "Shall a Comau.ssion be chosen to frame a Charter?" To the left of such xord.ing shall appear, in boxes xith appropriate places for narking, the xords "Yes" and "go", and each vot®r shall iadi€ata his vote by placing a Dross mark in one of the places so provided. Section 2. That the ballot ugon which the question provided for in Section i"Fi~rea s all be submitted shall bear no party dssignationp it shall have printed or written thereon the name of all electors who shall have bean nominated as provided in Section 3 hereof, and such directions as xill aid the elector, as "Vote for not more than Fifteen," and the like, and snob. certification of the election officers upon the back of the ballot as is prescribed by lax. In case a majority of electors voting upon the question "Shall a commission be chosen $o frame a charter?" shall have voted in the affirx,ative, then and in that event, and. not otherxise, the fifteen electors who shall have received the largest giber of votes for members of such commission, shall be and constitute "A comm3.ssion to frame a charter." Section S. All nominations for members of such oommission shall be made by nomiTna~axi`papers signed, certified and filed in the same manner as is provided by lax far the signing, filing and certification of the nomination papers of candidates for municipal offices. Section 4, The ballots shall be printed and prepared as follows The whole n~er c~`~"ballots to be printed for the elections of parsons to act as members of suoh charter commission shall be divided by the number of candidates for said offices, and the quotient so obtained shall be the number of ballots in each series of ballots to be printed as follows The names of candidates shall be arranged in alphabetical order and the first series of ballots printed, then Hares shall be placed last and the next series printed, and so shall the process repeat until each name shall have been first. These ballots shall then be combined in tablets, with no two having the same order of names together. Section 5. Fifteen blank spaces shall be left at the end of the list of candidates in which the voter may insert the name of any person, or persons, not printed on the ballot, for whom h® desires to vote.
