I+~r~13RTTrsRY 1, 1 g4g , <br />BEING A1V ORDIItiANCE PROHIBITING i'HEr~1OVAL OF firTASTE OR RUBBISH BY <br />ANY P:F~iSON EXCEPT THE OWNER OR DULY AUTHORI`LED EI~LOYEE OF THE CITY <br />OF NORTH OLNLSTED, AND AUTHORIZING THE BOAP,D OF CONTROL TO ~fiTTER <br />INTO A CONTRACT FOR THE COLLECT'IOI3 OF SALVAGE, AiV~D FIXING COMPENSATION <br />FOR Pr.~~MIT 1'H-ERE'$C?R, AND DECLARING AN EM~GENCY. <br />1rJHF!~?.EA,S, it has been deemed economically to the advantage of the City of <br />North Olmsted to permit the sa,I.vage of material in rubbish set out for collection by <br />the City of North Olmsted, and <br />'~7HERIsAS, it is estimated that it is deemed advisable for the remainder of <br />the year 1958 to enter into a contract authorizing the salvage of such material, which <br />it is e:~-pected will result in at least one Less truckload per day of rubbish to be <br />collected by the City Service Department, and <br />~{7Iil;REAS, the Service Director has endeavored to contact various salvage <br />collectors to ascertain whether or not such an arrangement could result in sufficient <br />income to the city for the permit to collect salvageable waste as to warrant the <br />advertising for bids to contract for the collection of salvageable waste, and which <br />the Service Director reports that it would be uneconomical at this time to advertise <br />i'or the bidding on such an undertaking, <br />NOtyr, THERE~~'ORE', BE IT OkDAINED by the Council of the City of North Olmsted, <br />State of Ohio: <br />Section is That Ordinance No. 759 enacted February 1, lg4g, being an <br />ordinance prohibiting the removal of waste or rubbish by any person except the a~rmer <br />or duly authorized employee of the City of North Olmsted, be and the same is hereby <br />xepealed. <br />Section 2s That the Board of Control be authorized to enter into a contract <br />with a salvage collector for the collection of salvageable waste for the remainder of <br />the year 1858. <br />Section 3: That the Board of Control provide in said contract that the <br />collector of salvageable waste pay to the City of North Olmsted not less than Twenty- <br />Five Dollars 025.00) per month for the privilege of collecting such waste during the <br />remainder of the year 1858, which contract shall date from July 15, 1858, and that <br />there will thereby be ,due for the remainder of the month of July, 1958, as payment to <br />the city for this privilege the sum of not less than Twelve Dollars Fifty Cents 012.50). <br />Section 4s That this ordinance is hereby declared to be an emergertGy <br />.measure necessary f'or the perservation of the public peace, health, safety and genexal <br />>,-,, welfare of the City of North Olmsted, and such emergency exists by virtue of the <br />necessity of affording to the City of North Olmsted the most economical method of <br />collecting waste from the residents and occupants of propertiet~ in the city. <br />Section 5s Wherefore, this ordinance shall take immediate effect from ~;xzd <br />after its passage, otherwise, at the earliest period allowed by law. <br />Passeds July 15, 1958 <br />ATTES'Z': ~' <br />E.
