NORTH OLMSTED CHARTER 22 <br />to such office, then no primary election shall be held for the purpose of nominating candi- <br />dates of such party far election to offices to be voted for at such regular municipal election, <br />and no primary ballots shall be provided for such party. The election officials whose <br />duty it would have been to provide for and conduct the holding of such primary election, <br />shall declare the results thereof .and issue certificates of nomination to the persons en- <br />titled thereto as if such primary election had been held, and shall declare each of such <br />persons to be nominated, issue appropriate certificates of nomination to each of them, <br />and certify their names to the proper election officials in order that their names may be <br />printed on the official ballots provided for use in the next succeeding regular municipal <br />election in the same manner as though such primary election had been held and such person <br />had been nominated at such election. <br />SEC. 4. DESIGNATION OF CANDIDATES. <br />Candidates for party nominations to municipal offices shall have their names printed <br />on the official primary ballot by filing a declaration of candidacy and paying the required <br />fee . <br />SEC. 5. DECLARATIONS OF CANDIDACY. <br />Each person desiring to become a candidate for a party nomination to be voted for at <br />a primary election, shall, not later than 4:00 P. M. of the 60th day before the day of such <br />primary election, file with the Board of Elections of Cuyahoga County, Ohio, a declaration <br />of candidacy and petition, which petition shall be signed by not less than five (5) qualified <br />electors of the City of North Olmsted, who are members of the same political party as <br />the political party of which the candidate is a member. <br />SEC. 6. NOMINATING PROCEDURE. <br />Nominations of independent candidates for Ward Councilman shall be made by petitions <br />signed by not less than four percent (4%) of the qualified electors of the City, who voted <br />in the last gubernatorial election, in the ward of which the nominee is a resident. Nomina- <br />tions of independent candidates for all other elective offices of the City, shall be made by <br />petitions signed by not less than four percent (4%) of the qualified electors of the City, <br />who voted in the last gubernatorial election. <br />All nominating petitions of independent candidates shall be filed with the Board of <br />Elections of Cuyahoga County, Ohio, within the time provided by Section 5 of this article, <br />for the filing of nominating petitions for party candidates. <br />SEC. 7. GENERAL PROVISIONS. <br />After each recurring Federal Census and within three months after the issuance of <br />the proclamation by the Secretary of State, certifying the population of the City, or when <br />there is annexed thereto, any territory, the council shall re-district the City into four <br />(4) wards, if necessary, so as to have each ward as nearly equal in population as practi- <br />cable and which shall be bounded by county lines, streets, alleys, avenues, public grounds, <br />canals, water courses, municipal corporate lines, or center lines of platted streets in <br />said ward. <br />If the Council fails to make such subdivision within the time required, it shall then <br />be made by the Director of Public Service. <br /> <br />
