NORTH OLMSTED CHARTER 22 to such office, then no primary election shall be held for the purpose of nominating candi- dates of such party far election to offices to be voted for at such regular municipal election, and no primary ballots shall be provided for such party. The election officials whose duty it would have been to provide for and conduct the holding of such primary election, shall declare the results thereof .and issue certificates of nomination to the persons en- titled thereto as if such primary election had been held, and shall declare each of such persons to be nominated, issue appropriate certificates of nomination to each of them, and certify their names to the proper election officials in order that their names may be printed on the official ballots provided for use in the next succeeding regular municipal election in the same manner as though such primary election had been held and such person had been nominated at such election. SEC. 4. DESIGNATION OF CANDIDATES. Candidates for party nominations to municipal offices shall have their names printed on the official primary ballot by filing a declaration of candidacy and paying the required fee . SEC. 5. DECLARATIONS OF CANDIDACY. Each person desiring to become a candidate for a party nomination to be voted for at a primary election, shall, not later than 4:00 P. M. of the 60th day before the day of such primary election, file with the Board of Elections of Cuyahoga County, Ohio, a declaration of candidacy and petition, which petition shall be signed by not less than five (5) qualified electors of the City of North Olmsted, who are members of the same political party as the political party of which the candidate is a member. SEC. 6. NOMINATING PROCEDURE. Nominations of independent candidates for Ward Councilman shall be made by petitions signed by not less than four percent (4%) of the qualified electors of the City, who voted in the last gubernatorial election, in the ward of which the nominee is a resident. Nomina- tions of independent candidates for all other elective offices of the City, shall be made by petitions signed by not less than four percent (4%) of the qualified electors of the City, who voted in the last gubernatorial election. All nominating petitions of independent candidates shall be filed with the Board of Elections of Cuyahoga County, Ohio, within the time provided by Section 5 of this article, for the filing of nominating petitions for party candidates. SEC. 7. GENERAL PROVISIONS. After each recurring Federal Census and within three months after the issuance of the proclamation by the Secretary of State, certifying the population of the City, or when there is annexed thereto, any territory, the council shall re-district the City into four (4) wards, if necessary, so as to have each ward as nearly equal in population as practi- cable and which shall be bounded by county lines, streets, alleys, avenues, public grounds, canals, water courses, municipal corporate lines, or center lines of platted streets in said ward. If the Council fails to make such subdivision within the time required, it shall then be made by the Director of Public Service.
