<br />B. The practice of introducing resolutions of condolence and congratulatory
<br />resolutions shall be discontinued except in cases of the death of outstanding
<br />citizens or occasions of great civic importance upon the request of any
<br />member of Council. Resolutions of condolence shall be sent to relatives
<br />of the deceased, and bear the names of all members of Council, the Clerk
<br />and the Mayor .
<br />(13) Staridin~ committees. Not later than the second meeting of Council after its
<br />organization, the President of Council shall appoint nfne standing committees
<br />of three members each, of whom the first named member shall be chairman.
<br />In the absence of the chairman, a quorum being present, a temporary chair-
<br />man shall be selected by a majority vote of the members present who shall
<br />preside until the chairman appears. He shall discharge all the duties and
<br />be clothed with all of the powers of the chairman during such absence. The
<br />names of the committees and the subject matter which shall be referred to
<br />them shall be as follows:
<br />A. Finance, to which shall be referred all ordinances, resolutions and
<br />matters relating to finances, indebtedness, appropriations, the pay-
<br />ment of moneys not provided for by previous legislation, taxation,
<br />and all matters pertaining to the Department of Finance, the
<br />standardization of salaries and wages, civil service, pensioning of
<br />employees and the sale or purchase of real estate.
<br />B, Legislation, to which shall be referred all ordinances, resolutions and
<br />other matters pertaining to Gounty, State, and federal legislation
<br />affecting the City annexations, redistricting, Charter amendments,
<br />and all initiative, referendum and recall petitions, all matters relating
<br />to courts, ordinances relating to license, and those imposing fines,
<br />penalties, forfeitures or imprisonment, printing and advertising.
<br />C. Public Safety, to which shall be referred all ordinances and resolutions
<br />pertaining to police and fire, traffic regulations, smoke abatement,
<br />nuisance ordinances, and concessions upon public streets and inspection
<br />of buildings, and all matters relating to the enforcement of the Building
<br />Code, housing and slum clearance.
<br />D. Public Health and Welfare, to which shall be referred all ordinances
<br />and resolutions and other matters pertaining to public health, public
<br />charities, direct and work relief, community hospital, and all matters
<br />relating to public welfare, health and sanitation, unemployment, labor
<br />relations and social service.
<br />E, Public Development and Service, to which shall be referred all ordinances,
<br />resolutions and other matters pertaining to street and sewer improve-
<br />ments, pipe lines, elimination of grade crossings, street cleaning, waste
<br />collection and disposal, matters pertaining to streets, taxes and assess-
<br />ments relating to sidewalks and street improvements, and all matters
<br />relating to ditches.
<br />F, Public Utilities, to which shall be referred all ordinances, resolutions
<br />and other matters relating to the City's water supply, sewage disposal,
<br />street lighting, taxicab operations and existing or proposed franchises.
