CITY OF NORTH OLMSTED <br />ORDINANCE N0. 61 - 176 <br />By ~`/,~ <br />AN 0~`DINANCE AMENDING SUB-SECTION a of SECTION : OF ORDINANCE <br />3158 ENACTED NW EMBER 15, 1960, ENTITLED "ORDINANCE TO REGULATE <br />THE USE OF PUBLIC AND PRItTATE SEWERS AND DRAINS, PRIVATE SEWAGE <br />DISPOSAL, INSTALLATION AND CONNECTION OF BUILDING SEWERS, AND <br />THE DISCHARGE OF WATERS AND WASTES INTO THE PUBLIC SEWERAGE <br />SYSTEM, AND DECLARING AN EMERGENCY" <br />WHERE~+S, considerable concern has been expressed by residents and by <br />Council of the interpretation of the ordinances of this City requiring that all <br />floor drains in basements be connected with the sanitary sewer system, and <br />WHEREAS, Ordinance 3158, Section 11, specifically prohibits the dis- <br />charge of storm water as therein defined in said ordinance into the sanitary <br />sewer, and <br />WHEREAS, Council deems it more protective to the Cityts sanitary <br />system and to the residents connecting thereto that each individual connection <br />be handled on its own merits and to that end deems it necessary to amend sub- <br />section a of Section 11 of Ordinance 3158 enacted November 15, 1960, <br />NOW, ~iEREFORE, BE I T ORDAINED by the Council of the City of North <br />Olmsted, State of Ohio: <br />Section 1: That sub-section a of Section 11 of Ordinance 31''8, enacted <br />November 15, 1960, entitled 'i0rdinanee to Regulate the Use of Public ar~d Private <br />Sewers and Drains, Private Sewage Disposal, Installation and Conrse~tion of Build- <br />ing Sewers, and the Discharge of Waters and Wastes into the Public Sewerage Sys <br />ten, and Declaring an Emergencyn reading as follows: <br />teSection 11: SEWER CONNECTIONS, PERMIT,FEE <br />(a) No unauthorized person shall uncover, make arty connec- <br />tions with or opening into, use, alter, or distrub any <br />public surer or appurtenance thereof without having <br />first obtained a permit from the Building Department <br />of the City of North Olmsted to perform such work." <br />be amended to read as follows: <br />'tSection 11: SEWER. CONNECTIONS, PERMIT, FEE <br />(a) Qnly an authorized person sha11 be permitted to construct, <br />connect or build a sewer to be connected with the sanitary <br />sewer system of the City. The owner, occupant or agent of <br />the premises to be so connected shall first submit to the <br />Director of Public Service the proposed plans for the cona#~'uction <br />of a sanitary sewer for and in any premises to be connected <br />with the sanitary sewer system of the City. The Director of <br />Public Service shall, prior to the issuance of said permit, <br />make an inspection of the premises sought to be severed and <br />connected to the City~s sanitary sewer system, and for to <br />the issuance of said permit determine that storm~adefined <br />in Section 18 oral Section 1 of Ordinance 3158 wi3.l not be <br />discharged from any premises into the City sanitary sewer system. <br />Basement floor drains shall not be required to be connected to <br />the sanitary sewer system unless in the opinion of the Director <br />of Public Service storm w aters wi 11 not be discharged into <br />the sanitary sewer therefrom. The connection of the basement <br />floor drains to the sanitary sewer system shall, therefore, <br />not be madatory but within thediscretion of the Director <br />of Public Service or the building administrator representing <br />the Director of Public Service. Said building sewer permit <br />shall be issued to the applic ant upon approval of <br />
