That the Finance Director is hereby authorized to draw his <br />warrants on the City Treasury for payments from any of the foregoing <br />appropriations upon receiving proper certificates and vouchers therefor, <br />approved by the Board of Officers authorized by law to approve same, or <br />an Ordinance or Resolution of Council to make the expenditures; provided <br />that no warrants shall be drawn or paid for salaries or wages except to persons <br />employed by authority of and in accordance with law or ordinance. Provided <br />further, that the appropriations for contingencies can only be ,expended <br />upon approval of two-thirds vote of Council for items of expense constituting <br />a legal obligation against the City and for purposed other than those covered <br />by the specific appropriations herein made. <br />Section 7. That this <br />measure, in that it relates <br />to the usual daily operation <br />City of North Olmsted, Ohio, <br />after its passage. <br />Ordinance is hereby declared to be an emergency <br />to the public health, safety and welfare, and <br />of the several municipal departments of the <br />and shall take effect and be in force from and <br />PASSED - December 18, 1962 <br />ATTEST: <br />Louise Hall, Clerk of Council <br />APPROVED: <br />~~ ~ <br />/. <br />Paul J.
