That there be appropriated from the SIDEWALK CONSTRUCTION PRIVATE FUND .................... 250.00 Section 24. That an attested copy of this Ordinance shall be immediately forwarded to the County Auditor. Section 25. That the City Finance Director is hereby authorized to draw his warrants on the City Treasurer for payments from any of the foregoing appropriations upon receiving proper certificates and vouchers therefor, approved by the Board of Officers authorized by law to approve same, or an Ordinance or Resolution of Council to make the expenditures; provided that no warrants shall be drawn or paid for salaries or wages except to persons employed by authority of and in accordance with law or ordinance. Provided further, that the appropriations for contingencies can only be expended upon approval of two-thirds vote of Council for items of expense constituting a legal obligation against the City and for purposes other than those covered by the other specific appropriations herein made. Section 26. That this Ordinance is hereby declared to be an emergency measure, in that it relates to the public health, safety and welfare, and to the usual daily operation of the several municipal departments of the City of North Olmsted, and shall take effect and be in force from and after its passage.
