? - 2 - Definition of Benefited Units Single family residence 1 Apa,rtments ; s Efficiency and one bedroom - No. of apt. units x.5 Two bedroam - No. of apt. units x.75 Three bedxocan and over - No. of apt. units x 1.0 The number of benefited units to be assigned to non-residential buildings, structures or other facilities shall be determined by , the Director of Public Service in the following manner; The Director ? of Public Service shall review the preli_minary plans of the building, structuxe or other facility to be served by the connection, together , with other pertinent information, and based upon accepted engineering • practices determine the estimated avera,ge daily quantity of sewage to be discharged from such building, structure or other facility to the sanitary sewer system. The quantity so determined sha,11 then be divided by the estimated average daily quantity of sewage discharged from a single family residence and the resulting quotient carried out to the nearest one-hundredth shall be the number of benefited units assigned to such building,,structure or other facility. The tap-in charge will then be calculated by multiplying the number of benefited units by the rate per unit applicable at such ti.me. Section 3. The permits and charges provided for in this section shall not be deemed to preclude the subsequent levy of assessments against benefited properties to provide flznds for the construction of sanitary sewers required to provide local seiqer service to such properties, and the permit and charges pro- vided for by this section shall be in addition to any other permits and charges required by any other legislatian and regzl,ations of the City, including but not liuu.ted to the ta,p-in chaxge imposed by Ordinance No. 68-150 (Section 913.115 of the Codified Ordinances) for local sewer service for a connection to a sewer for which the property served by such connection was not specially assessed for local sewer service. Section 4. Tn the event that the Director of Public Service shall ascertain that any property has been connected direetly or indirectly to the municipal sewerage system :b violation of the provisions of this section, the Director of Public Service is authorized to disconnect such property, or ha,ve the same dis- connected, until such violation shall cease. The City shall be reimbursed by the violator for expenses incurred by the City in making such disconnection. Section 5. Whoever violates any provision of tliis section shall be guilty of a misdemeanor and shall, upon conviction, be fined not exceeding $25 a day for any such violation a..nd each day duxing which such violation sha11 continue shall be a separate offense. Sect'ion 6. All charges collected pursuant to the provisions of this ordi- nance shall be paid over as received to the Director of Finance for deposit in the Sewer Revenue F?znd. Subject to the provisions of any ordinance or indenture of mortgage authorizing the issuance of and securi.ng mortgage revenue bonds for the ? sanitary sewer system, monies in such Fund shall be used for the payment of the cost and expense of operation, maintenance, repair and management of the system and for the payment of debt and other charges on bonds, notes a.nd other obligations issued or incurred for the COtlatruction of or improvements to the system, and any surplus in said Fund over a.nd above the requirements hereinbefore mentioned may be used for enlargements of and rep]..a,cements to the system and pa,rts thereof. Section 7. That this ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the publa.c peace, health, safety and ?
