4 & <br />CITY OF NORTH OLMSTED ORDINANCE NO. 64-1,23_ Page <br />Section 2: That this Ordinance is declared to be an <br />emergency measure for the public welfare of the citizens of IVorth Olmsted an d <br />that such emergency exists by virtue of the fact that George and Rita Welsch <br />wish to develop said lands according to the ordinances of the City, ; all to the <br />benefit of the City of North Olcsted.
