Whea such estimted asseasseuts have been so filed, said Clerk shsll cauae notice of the adoption of this resolution and the filing of said estiwated asstssments to be served on the owners of all lota and lsnda to be asseaaed ss provided in R.C. Section 727.13. ? Section 7.
