CITY OF NORTH OLMSTED ORDINANCE NO. 65- _7 30 Page 2 until the North Park Estates Sewage Treatment Plant is connected to and becomes a part of the general sanitary sewage collection and treatment system of the City of North Olmsted; (d) For all other premises a charge is to be established by the Service Director of the City of North Olmsted, said charge is to be based upon the amount of affluent discharge into the North Park Estates Sewage Treatment Plant; (e) The charges hereinbefore set forth shall take effect on ? March 1, 1965, for all residences, lots, parcels of land and premises connected to said system or within said system as hereinbefore established; ? (fl Such charges shall take effect for all residences, lots parcels of land, and premises which may be connected subsequent to March 1 st, 1965, on the first day of the month following connections to the'North Park Estates Sewage Treatment Plant; (g) Charges herein established shall be billed and become payable quarterly on the first day of June, September, December, and March and charges for connections to the North Park Estates Sewage Treatment Plant made between these dates shall be on a prorata basis. Section 2: That all charges collected hereunder shall be paid over, as received, to the Director of Finance, who shall keep the same in a separate fund designated as "North Park Estates Subdivison No. 1 Sewage Revenue Fund" and shall be used for the payment of the cost and expense of operation, maintenance, repair, management and connection to the City's general sanitary sewage collection and treatment system when that system is made available to this area. Any surplus remaining in said fund after the North Park Estates Sewage Treatment Plant has been connectedb or becomes a part of the City's general sanitary sewage system may be used for the payment of debt charges on the bonds issued for construction of the City's general sanitary sewage system and for enlargements and replacements to said system and parts thereof. Section 3: That there is hereby levied and charged upon each lot, parcel of land or premises having or required to have a connection with the NorthPark Estates Sewage Treatment Plant or otherwise discharging sewage, industrial waste, water, or other liquids directly or indirectly into said system, charges in the amounts due and payable as hereinbefore set forth. Section 4: That each sewage charge levied pursuant to the provisions of this Ordinance is hereby made a lien upon the premises charged ? therewith and if the same is not paid within thirty (30) days after it is due and payable it shall be certified to the Auditor of Cuyahoga County, who shall place the same on the tax duplicate, with the interest and penalties allowed by law, and be collected as other munfcipal taxes are collected.
