<br />Section 2. That the City Finance Director is hereby authorized to draw
<br />his w,3rrants on the City Treasury for payments from any of the foregoing appropriations
<br />upon receiving proper certificates and votachers therefor, approved by the Board of
<br />Officers authorized by law to approve same, or an Ordinance or Resolution of Council
<br />to make the expenditures; provided that no warrants shall be drawn or paid for
<br />salaries or wages except to persons employed by authority of and in accordance with
<br />law or ordinance. Provided, further that the appropriations for contingencies can
<br />only be expended upon approval of two-thirds vote of Council for items of expense
<br />constituting a legal o5ligation against the City and for purposes other than those
<br />covered by the other specific appropriations herein made.
<br />Section 3, That this ordinance shall take effect and be in force at
<br />the earliest date permitted by Article 1V, Section 12, of the Charter of the
<br />City of North Olmsted.
