RESOLUTION N0. 1$97 <br />BY: DR. LEWIS A RESOLUTION URGING THE PASSAGE BY <br />THE GENERAL ASSEMBLY OF HOUSE BILL <br />N0. 313, LOCAL GOVERNMENT FUND BILL. <br />WHEREAS, the Local Go~ternment Fund was established in 1935 <br />to compensate the local governments for the loss of operating reve- <br />. noes suffered by reason of the constitutional amendment of 1933, <br />reducing from 15 to 10 mills the maximum aggregate amount of taxes <br />"''' leviable against property listed on the tax duplicate; and <br />WHEREAS, the sales tax receipts allocated to the local govern- <br />ments through the Local Government Fund are a major and necessary <br />source of revenue of local governments; and <br />WHEREAS, actual net sales tax receipts to the state general <br />revenue fund have increased 20~ or more during the past two to three <br />years; and <br />SidHEFtEAS, the allocation of an adequate amount of sales tax <br />receipts to the Local Government Fu~id is absolutely essential to the <br />continued functioning of local government in view of increased <br />operating expenses resulting from rising costs and necessary expan- <br />sions in local services; and <br />WHEREAS, the general fund appropriations of the City of <br />North Olmsted have increased. <br />WHEREAS, the Local Government Fund Bill providing for the <br />allocation of sales tax receipts to the local governments during the <br />current biennium expires June 30, 1953 and <br />WHEREAS, House Bill No. 313, Local Government Fund Bill, is <br />being scheduled for hearing the week of June 1, 1953• <br />BE TT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, <br />STATE OF OHIO: <br />That the General Assembly of the State of Ohio is hereby <br />urged to adopt H.B. No. 313 as submitted. <br />BE IT FURTHER RESOLVED that the Clerk of Council be and <br />he is hereby instructed to send copies of this resolution to each <br />member of the Cuyaho a County delegation t6 the General Assembly, <br />and the Hon. George ~. Kirkpatrick, Chairman of the House Taxation <br />Committee, Hoh. Donald H.
