That it is deemed necessary a.nd conducive to the ~~ublic health, convenience and welfare that Gessner ?load fro~~~~ ~malter Road to Colur,~bia Road be improved by constructing. ,therein a grater main in accordance ~.ith the plans and specifications ~;rel~ared by the CityLngineer. Section 2. shat tn.e grade of s~.id street s~~~all be the tirade s.zown on the plans and specifications for said improveiilent, ~.~~liich said grade and elevations are '~~ere'oy confirmed an ~ established as she grade of said street. Section~~ That the plans, specifications, estimates ~.~~~ profiles o the ,proposed irnlorove~trent heretofore prepared by the City- Engineer and now filed in the offi'ice of file llirector of Public a~rvice be, and the same are hereby approved. Section 4. That the cost of said improvement shall be assessed by the foot front upon tine following described lots and lands, to wit, all lots and lands bounding and autting upon the proposed irnprover~ent, which said lots and lands are hereby determined to be specially bene- fited by said improvement; and the cost of said improvement shall in- clude the expense of preliminary and other surveys, of printing and ~~ublis:ning the notices, resolutions and ordinances required, the serving of said notices, the cost of construction, together with interest on notes or bonds issued in ant~.c-wpation of collection of deferred assess- ments and all other necessary expenditures. Section 5. Ti~1at the assessments so to be levied shall be paid in ten annual installments, with interest not to exceed six per cent per annum on deferred payments, provided that the owner of any property assessed may, at his option, pay such assessment in cash within thirty days from and afte}~ the passage of tn.e assessing ordinance, in which case said assessment shall i~ot inc=tide any iter of interest upon notes or bonds to be issued inanticipation of the collection of deferred installments of assessments.
