RESOLUTION i~TO. ~ ~ a a IT+~TRODiTCFD BY ,/Z~jl/ A RESOLUT IOhT PROVIDITvG FOR TIC SITB"`fISSION TO TI-L'~; ELECTORS OF T'r:T; CITY OF NORTH OL?':'~TED, OHIO, OF THE QUESTION OF THE AI'PF'.f}V~Z OF A CONTRACT ~~~TD A TAX LEVY FOR ~i''"t~' Ii;JPROVEI+,'T,'I~~T A..ND ?~tA.INTETyANCE OF THE COTT~:NNITY HOSPITAL AT BEREA, OHIt?, AREAS, several political subdivisions including the City of North Olmsted have heretofore by agreement provided for increasing and main- taining the facilities of The Corr¢nunity Hospital at Berea, Ohio, to es.re for the sick and disabled of said subdivisions; and "1~wP~EAS, The Co7rsriunity Hospital has tendered to said subdivi- sions, including the City of North Olmsted, a renewal of said agreement on said subject covering the years 1958 to 1962, both inclusive, which said agreement provides among other things in substance; that the said hospital shall to t'r~Q extent of its facilities furnisT: service free to the inhabitants thereof ex- cepting those who in the opinion of a majority of the trustees of said hospital a.re able to pay; that each contracting subdivision during the term thereof be entitled to have at least one representative upon the Board of Trustees of tt2e hospital; ~.nd that in consideration therefor each subdivision shall cause a tax to be levied for each of the tax gears 1958 to 1962, both inclusive, upon ea.cri one dollar of the taxable value of property ~cvithin the subdivision equal to eight-tenths of one mill tT~ereof per tax year and the payment of the proceeds thereof to the Board of Trustees of said hospital to be by it expended for th+~ improvement, maintenance and operation of said Community Hospital in such manner as in the judgmer_t of its Trustees will best promote the objects of t~~« agreement; and ?~'.'h'EP~A,S, said renewal agreement has been duly executed on behalf of this City but by its terms shall not become effective unless and until approved by the electors of this City; and ~~lr;1:RF~AS, the amount of taxes vrhich may be raised v,*itl:in the ten mill limitation will be insufficient to provide an adequate amount for the necessary requiremsr~ts of this subdivision including the amounts to be paid pursuant to said agreement and a tax levy in excess of such limitation is necessary for the purpose aforesaid; Id(7t"7, T ~~REFQRE, 5E IT RESOLVED by the Counci 1 of the City of North Olmsted, State of Ohio, two thirds or more of all of the members thereof' concurring: SECTION I. That the question of t`r~e approval of said ronevr- al agreement and levy of such tax be submitted to the electors of the City of I~Torth Olmsted, Cuyahoga County, Ohio, at the next ger_eral election to be held therein, to vrit: on the 5th day of November, 1957, at the usual voting places tivit'rxi.n said City of North Olmsted and between the hours provided by law for holding such general election. SECTIOTv II. That the ballots to be used for said election shall contain in substance the following language: ".A. renewal of an agreement and tax for the benefit of the City of North Olmsted for the maintenance and improvement of The Gommun9.ty Hospital at a rate rot exceeding; eight-tex~_ths (.8) of one (1) mill for each one dollar of valus_tion which amounts to eight (8) cents for
