Methods of Securing Loads <br />a. Un every motor vehicle used for transportation of all manufac- <br />tured iron and steel, including pipes, rods, bars, structural <br />shapes, strips, sheets, coils, plates and tin mill products, <br />and all semi finished iron and ste~:l articles, adequate means <br />shall be provided aid used to secure such loads, and such means <br />shall, at least, comply with the following requirements: <br />b. Vehicles shall be equipped with and operator shall use at least <br />the number of hold down devices shown in the. table below: <br />1. For powered units with a freight body ....... 3 <br />2. For semi trailers (single or tandem axle) .... 4 <br />3, r'or full trailers ............................ 3 <br />c. if this number should not provide a hold down device for at least <br />each 10 foot interval of load length, then, additional devices <br />shall be supplied in such number as to meet this requirement. <br />d. Tie down devices and any auxiliary equipment used for the tight- <br />ening and securing such devices shall be of a strength at least <br />equivalent to a "common coil" steel chain having a nominal size <br />of 3/$ inch. <br />e. These parts of the vehicle to which the hold down devices are <br />fastened shall be so designed, constructed and maintained as to <br />withstand safely any strength applied by the chain or other hold <br />down devices attached thereto. <br />f. Tie Gown devices shall be tightened as much as practical methods <br />permit at the time the vehicle is loaded, and shall be examined <br />by the driver within the first 10 miles of travel and at least <br />every lUO miles thereafter to assure that the load remains pro- <br />perly secured. <br />Section 2. Hlocking <br />a. till coils of steel loaded cylinder method except those already <br />skidded and banded shall be blocked to prevent rolling or slid- <br />ing under normal conditions. <br />y b. Such loads shall be blocked with at least commercial 3" x 1,." <br />side rails and such side rails shall then be braced by at least <br />commercial 2" x 3" pieces of lumber at sides and ends. <br />c. All such 'olocking will not obviate the necessity for the tie <br />down and holding down devices as set forth in Section 1. <br />Section 3. Header ~soards <br />a. un the front of every truck or semi trailer there shall be a <br />header board or bulkhead which shall: <br />1. be of solid construction without apertures, cracks or open- <br />i ng s ; <br />
