AND ENTITLED AN ORDINAi~CE R~GULAT~~3G OPERATION OF MOTOR ~TEHICLES USED AS COT~Mi ON CARRIERS , BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, STATE OF OHIO, THAT: Ordinance No. 909 passed September 1$, 1951, entitled An ardi- nonce Regulating Operation of Motor. Vehicles Used as Common Carriers, and reading: "No person, firffi or corporation engaged in the transportation business for hire and operating motor vehicles as common carriers shall operate such motor vehicle for the transportation of persons, goods or merchandise in or through the City of North Olx~sted, Ohl©, without first having obtained authority to do so by securing a Certificate caf Con- venience and Necessity from the Public Utilities Commission of Ohio. No person, firffi or corporation shall eperate such motor vehicle without liability insurance vn the same as fixed and determined by the Public Utilities Commission of Ohio.
