CITY E3F N~3RTH 4LMSTBD <br />I~RB34LUTI4N No. 63 " g~ <br />r <br />By ~~ i ~~~~-~~ <br />A RESC~.VTI4N BXPRBSSING THE INTB~+iTI4N OF THB CITY <br />4F NC3RTH 4L1TED 1"4 CWPBRATE ~FITH THB CITIES 4F <br />MBSTLAKB AND H~IY V i LLAt3E I N S4LV I NG C#t1 BTC3RAt <br />WATBR iDRAINAGB PROBLEMS, AND DECLARING AN EINBBGBNCY. <br />IWNERBAS, because of the physical location and topo- <br />graphy of the municipalities of North Olmsted, Bay Village and <br />Mtestlake each municipality faces Comm®n and interrelated storm <br />water drainage.p~oblems~ and <br />WHEREAS, the representatives of the legislative <br />authority and administration of said cities have heretofore met <br />and engaged in preliminary discussions concerning common storm <br />crater drainage problems; and <br />WHBREAS, as a result of said discussions a committee <br />of two (2) representatives from each municipality has been appointed <br />to discuss further said problems; and <br />WHEREAS, a preliminary plan of procedure has been <br />adopted which plan consists of: <br />1. A determination of the priorities of the immediate storm <br />water drainage problem. <br />2. Investigation of County, Mate and Federal information <br />and resources available. <br />3. Long range planning with a view to the creation of a storm <br />rester drainage district encompassing all, or a portion of <br />ail, of said municipalities; and <br />WHBRIIAS, it is desired to formalize the intention <br />of this City to cooperate with the other cities involved with said <br />common and interrelated storm water drainage problems by the <br />adoption of this resolution. <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the <br />City of North Olmsted, Mate of pho t <br />Section 1: That the City of North Olmsted hereby de- <br />clares its intention to cooperate with the cities of Bay Village <br />and ttestiake in solving the storm water drainage problems which <br />now exist or which may hereafter be created because of the physical <br />location and topography of the respective cities. <br />Section 2s That this Resolution is hereby declared to <br />be an emergency measure necessary for the immediate preservation <br />of the public pease, health, safety and welfare of the City by <br />virtue of the immediate necessity to formally express the City's <br />intention to cooperate in order that further planning and action <br />may be taken to solve the common storm water drainage problem of <br />the affected municipalities; WHEREFORFi, it shall take effect and <br />be in force immediately upon its passage and approval by the Mayor <br />otherwise, it shall take effect and be in f ce from and after the <br />earliest period allowed by law. <br />_. <br />~- Bruce c ns d, resi ant <br />ATTEST:.. of Council <br />-, <br />f %~ <br />-~ ~~~ <br />L u se Hail, ierk o Dune 1 <br />~~~ <br />~.. <br />Paul J. eau, I+~yor <br />
