That the Finance Director is hereby authorized to <br />draw his warrants on the City Trsury for pay~mnts from any of the foregoing <br />appr~riations upon receiving proper certificates and vcwchers therefor, <br />approved by the 8oerd of Officers authorized by law to approve same, or an <br />Ordinance or Resoiutit~ of Ct-uncil to nw ke the expenditures; Provided that <br />no warrants shall be drawn or paid for salaries or wages except to persons; <br />employed by sutharity of dnd in accordance with law or ordinance. Provided <br />further, that the appropriations for contingencies can only be expended upon <br />approval of two-thirds vats of Council for it+e`ms of expense constituting a <br />let,~i cabligation against the City and for purposes other than those covered <br />by the specific appropriations herein made, <br />Bastion 3.
