That the Finance Director is hereby authorized to <br />draw his warrants 'on the City Treasury for payments from any of the foregoing <br />appropriations upon recoiving proper certificates end vouchers therefor, <br />approved bye the Board of Officers authorized by law to approve same, or an <br />Ordinance or Resolution of Council to make the expenditures; provided that <br />no warrants shall be drawn or paid for salaries or wages except to persons <br />rrnpioyed by authority of and in accordance with law or ordinance. Provided <br />further, that tha appropriations for contingencies can only be upon <br />approval of two-thirds vote of Council for items of expense ccrostituting a <br />legal obligation against the City and for purposes other than those covered <br />by the specific appropriations herein made. <br />Section 4. That this Ordinance is hereby declared to be an <br />emergency measure, in that it relates to the public health, safety and <br />welfare, and to the usual daily operation of the several municipal <br />® departments of the City of North Olmsted, and shall take effect and tie <br />in force from and after its passage. <br />PASSED: ~ ~~~ - <br /> <br />ATTEST: <br />Margaret T.
