Mangani <br />AN ORDT.NAi1CE PROVIDING FOit THE SUBMISSION <br />TO THE BL6~.70RS OF THE CITY OF NORTH OLMSTED <br />OF C$RTAIN AMENDMEZVTS TO THE CHARTER OF THE <br />CITY OF NORTH OLMSTED AS RBCOMNIIIVDED BY THE <br />CHARTER REVIEW COMMISSION <br />~1~A.S, the Charter Review Commission of the City of North <br />Olmsted appointed pursuant to Article XIV of the Charter of the City <br />of North Olmsted has filed its report of recommended amendments to the <br />charter; and <br />WHEREAS, Article XIV of the Charter of the City of North Olmsted <br />requires Council to submit such proposed amendments to the electors; <br />NO`J, THEREFORE, BE IT ORDAINED by the Council of the City of <br />North Olmsted, Cuyahoga County, Ohio, two-thirds of all members concurring: <br />Section 1. That this Council hereby authorizes and directs the <br />submission to the electors of the City of North Olmsted at an election to <br />be held at the usual places of voting in said City on Tuesday, November 2, <br />1965, the following separate proposals to amend the Charter of the City of <br />North Olmsted: <br />1. That Section 5 of Article III of the Charter be amended to delete the <br />provision permitting the Mayor to remove the Director of Law and Director <br />of Finance, and to permit the Mayor to introduce legislation and participate <br />in Council discussions, such amended Section 5 of Article III to read as <br />• follows: <br />"Article III, Section 5: Duties and Powers of the Mayor. <br />(a) EX~UTIVE POWERS. The Mayor shall be the chief <br />executive officer of the City. He shall supervise the <br />administration of the city's affairs and shall exercise control <br />over all departments and divisions, He shall be`the chief <br />conservator of the peace within the City and shall cause all <br />• laws and ordinances to be enforced. He shall be responsible <br />for the preparation and submission of the annual estimate of <br />receipts and expenditures, and of appropriation measures, and <br />shall at all times keep the Council fully advised as to the <br />financial condition and needs of the City. He shall cause all <br />terms and conditions imposed in favor of the City or its <br />inhabitants in any franchise or contract to which the City is <br />a party to be faithfully kept and performed. <br />Except as may otherwise be provided by this Charter or the <br />laws of the State of Ohio governing Civil Service, the Mayor <br />shall have the paWer to appoint, promote, transfer, reduce or <br />remove any officer or employee of the City except (a), those <br />required by this Charter to be elected, and (b), those whose <br />terms of office may be fixed by this Charter, The Director <br />of Public Safety, the Director of Public Service and all <br />appointive officers may be removed by the Mayor, provided however, <br />that such removal shall not take effect without the cancurrenee of <br />two-thirds (2/3s) of the members of Council eligible to vote. <br />The Mayor shall execute on behalf of the City, all contracts, <br />conveyances, evidences of indebtedness, and all other instr~naents <br />to which the City is a party. He shall. have custody of the seal <br />of the City and may affix it to all of said instruments, but the <br />absence of the seal shall not affect the validity of any such <br />instrument.
