t CITY OF NORTH OLMSTED ORDINANCE NO, 65- ~_ AN ORDINANCE PROVIDING FOR THE INSTALLATION OF GARBAGE INCINERATORS IN NEWLY CONSTRUCTED DWELLINGS, AND DECLARING AN EMERGENCY WHEREAS, the tremendous recent increase in new residential construction in the community has imposed serious strain upon the community's capacity to collect and dispose of garbage from the new dwelling units; and WHEREAS, garbage is a putrefactive, odor producing, rodent feeding and fly breeding organic waste similar in character and composition to sewage, the disposal of which Council has heretofore deemed it necessary to regulate in new construction; and WHEREAS, Council deems it necessary for the protection of the public health , and for the general welfare , that appropriate regulations be enacted governing the installation, of domestic garbage disposal incinerators in all dwelling units of which construction is initiated or uncompleted after the effective date of this Ordinance: NOW, THEREFORE, BE IT ORDAINED by the Council of the City of North Olmsted, State of Ohio: Section l: For the purposes of this Ordinance unless the context otherwise requires: (al "Garbage" means every waste or refuse animal, fruit or vegetable matter, liquid or otherwise, that attends the preparation, use, cooking, dealing in, or storage of meat, fish, fowl, fruit or vegetables. (b1 "Garbage incincerator" means a structure or apparatus within which garbage can be consumed by combustion or dehydration. (cl "Dwelling unit" means a single family residence ar a flat or apartment in a multiple residence building. Section 2: Fach dwelling unit , the construction of which. has not been completed or for which a permit is applied for construction on or after the effective date of t}~is Ordinance shall, prior to occupation thereof for residential purposes , be eq~iipped with a properly installed garbage incinerator which conforms with the specifications provided in Section 5 hereof.
