Provided further, that the <br />appropriations for contingencies can only be expended upon approval of two-thirds <br />vote of Council for items of expense constituting a legal obligation against <br />the City and for purposes other than those covered by the other specific <br />appropriations herein made. <br />Section 18. That this Ordinance is hereby declared to be an emergency <br />measure, in that it relates to the public health, safety and welfare, and to the <br />usual daily operation of the several municipal departments of the City of <br />North Olmsted, and shall take effect and be in force from and after pits <br />passage. <br />PASSED S GS <br />Francis J.
