That the Finance Director is hereby authorized to draw his warrants on the City Treasury for payments from any of the foregoing appropriations upon receiving proper certificates and vouchers therefor, approved by the Board of Officers authorized by law to approve same, or an Ordinance or Resolution of Council to make the expenditures; provided that no warrants shall be drawn or paid for salaries or wages except to persons employed by authority of and in accordance with taw or ordinance. Provided further, that the appropriations for contingencies can only be auEperadecl upon approval of two-thirds vote of Council for items of expense canstttuting a legal obligation against the City and for purposes other than those covered by the specific appropriations herein made. Section 4. That the Clerk of Council shall immediately forward an attested copy of this Ordinance to -the Aud'+tor of Guyahaga County. Section 5. That this Ordinance is hereby declared to be an emergency measure, in that it relates to the public health, safety and we>ifare, and to the usual daily operation of the several municipal departments of the City of North Olmsted, nd sh li// take effect and be in force from and after its passage.
