That the City Finance Director is hereby authorized to <br />draw his warrants on the City Treasury far payments from any of the foregoing <br />appropriations upon receiving proper certificates and vouchers therefor, <br />approved by the Board of Officers authorized by taw to approve same, or an <br />Ordinance or Resolution of Council to make the expenditures; provided that no <br />warrants shall be drawn or paid for salaries or wages except to persons employed <br />by authority of ~~nd in accordance with law or ordinance< Provided further, <br />that the appropriations for contingencies can only be expended upon approval <br />of two-thirds vote of Council for items of expense constituting a legal <br />obligation against the City and for purposes other than those covered by the <br />other specific appropriations herein made. <br />• Section 20. That this Ordinance is hereby declared to be an <br />emergency measure, in that it relates to the public health, safety and welfare, <br />and to the usual daily operation of the several municipal departments of the <br />City of North Olmsted, and shall take effect and be in force from and after <br />its passage. <br />PASSED; J I <br />ATTEST: <br />Margaret T.
