Section 4. That the whole cost of said improvement less 150 thereof, and the cost of intersection shall be assessed by the foot front upon the lots and lands bounding and abutting upon said Summer - land Avenue from Claque Road to the Easterly 1iits . of the Va aga which said lots and lands are hereby determined to be especially:. benefited by said improvement; and`the cost of said improvement shall include the ..expense of the preliminary and other surveys of engineer- ing, inspecting.and legal expenses; of printing and publishing the notices; the cost of construction; together with interest on bonds issued in anticipation of the collection of deferred assessments; all expenses in connection with the issuing and selling such bonds, and all other necessary expenditures. Section 5. That the assessments to be levied. .shall be paid.in: five (5) annual installments, with interest on deferred payments, provided that the owner of any property assessed, may at his .2ption pay such assessment in cash within thirty (30) days from and after the passage of the assessing ordinance, in which case said cash assessment shall not include any item of interest upon bonds to be issued in anticipation of the collection of deferred installments .of assessments. Section 6. That the bonds of the Village of North Olmsted shall be issued in anticipation of the'collection of the assessments by installments and in an amount equal thereto. 'Section 7.
