That the funds when borrowed, as heretofore set forth, <br />shall be placed to the credit of the particular improvement fund,for which <br />they are issued, and are hereby'appropriated and 'authorized to be paid on <br />trat part of the cost of ertid improvement, which is chargeable against the <br />property owrerst, portion thereof, and to no other purpose whatsoever.., <br />Section 4.' The Clerk is hereby directed to offer said notes to the <br />Trustees of the Sinking Fund for ,purchase pursuant to law. <br />Section 7..
