Ordinance No.- r3y By Mr. •/i ,! cRv_.P AN ORDINANCE E14FLOYING SOLICITOR BE IT ORDAINED by the Council of the Village of North Olmsted, State of Ohio: Section 1. That I. R. Winsper be, and he is hereby employed as legal counsel for the Village of North 01 %sted, Ohio, for a term of two years, commencing on the : , day of January, 1948, and until his successor is a ee- ed and qualified, with those duties and upon the terms and conditions as follows: It shall be the duty of such counsel to attend all meetings of the council of the Village of North Olmsted; prepare all resolutions, ordinances, bonds, notices, contracts, or other official documents and legislation in which the Village may be concerned; to prosecute all proceedings in any courts in which the Village is a party and in the Mayorls Court, civil or criminal, whether the Village be plaintiff or defendant; to act as legal adviser of the Village officials and to furnish to the Village or to such officials legal opinions on such matters as may pertain to the affairs of the Village or to the powers or duties of such officials. Section 2. The compensation of said I. R. Winsper shall be as follows For attendance at regular meetings of Council, advice and legal opinions to the Village officials,the sum of ;175.00 for the remainder of January, 1948, and $175.00 per month for each month thereafter,, payable monthly. For services in the preparation of transcripts of proceedings pertaining to the issuance of bonds; for services in the preparation of resolutions, ordinances, notices, certificates, contracts, official documents and legislation; for services in the Mayorts Court as prosecut- ing attorney; for any and all services rendered in behalf of the Village in any and all proceedings in court, either civil or criminal, whether the Village be plaintiff or defendant; for stenographic services; and for all services not herein specifically set forth : - such additional compensation as may be reasonable, to be paid upon bills duly rendered. Section 3. This ordinance is hereby declared to be an emergency measure in that the same provides for the usual operation of a municipal department and is necessary for the immediate preservation of public health, peace, safety and welfare, and provided it receives the affirmative vote of three- fourths of all the members of Council, it shall take effect and be in force immediately upon its passage; otherwise it shall take effect and be in force from and after the earliest period allowed by law.
