Oct. 18, 1'949 <br />Minutes of a meeting of the Council of the <br />Village of North O1mstEd, 0. <br />Present were Dr. C. B. Lewis, E. Saumgardner, R. Biddulph, <br />H. K. Bidwe1l, F. Crider, Wm. H. Kramer, Dan Romp. <br />The minutes of Oct. 4th vuere read and approved. <br />Mr. Juergens and 1,;Ir. Von puyke requested perm3.ssion to <br />erect a fence between their properties and to the street line. <br />The Solicitor explain=d that the Ordinance provides`that a <br />fence under 48 inches could be erQCted. <br />lyl.r. Torrence from W. 231st St put in a protest to the change of <br />I Zoning at Lorain and W. 231st St. <br />Mr. Sabo requested that d fence iti'ir. Juergens erected on the west side of Juergens property be removed. The ?vIlayor advised <br />that Mr. Juergens would be notified to change the fence. <br />Petition for water on Selhurst Road was read and referred to <br />tYie Engineer. <br />John Leaseang 23977 Lorain Road requested information on <br />legislation governing dog kennels, stating that his neighbor <br />kept 60 dogs in the house, 4 rooms, kennels in the kitchen, <br />that the dogs make a lot of noise barking, and that the dog run <br />comes up to his property line, and that dog refuse is all over <br />the yard. He was advised that this wus a m8tter for the'County <br />Board of Health. <br />Mr. Geo. Bannerman requested a permit to build on Root Road <br />north of the dedicated Street. The matter was referred to the <br />Engineer. <br />The Clerk vras instructed to check the Dover water petition <br />and find out how many years were wanted over which to spread <br />the assessment. <br />?ioved b f Piir. A Resolution <br />transferring 01000.00 from the General fund to the Street <br />Opening Fund. Moved and seconded that the above resolution be <br />adopted as read. "Yeas" Baumgardner, Biddulph, Bidwell, Crider, <br />Kramer, Romp. <br />:Resolution #1585 was introduced by lIr. Bidvvell. ,A Resolution <br />transferring appropriations. Moved and seconded that the above <br />resolution bo adopted as read. "Yeas" Baumgardner, Biddulj?h, <br />Bidwell, Crider, Kramer, Romp. , <br />Ordinance #781 was introauced by LZr. i3aumgardner. An OrdinancE <br />Establishing the conditions of employment far employees of the - <br />North Olmsted Itrlunicipal Bus Line, including operating and nan- <br />operating employees. ?!2oved and seconded that the statutorg <br />rule be suspended and the ordinance be read immediately the <br />second and third times and put on its passage. The affirmative <br />vote'on said motian was as follows., Baum,gardner, Biddulph, <br />BidUrell, Crider, Kramer, Romp. Thereupon the Ordinance was <br />read the second and third times a.nd put upon i,ts passage and <br />the affirmative vote thereon was as follows., Baumgardner, ` <br />. Biddulph, Bidwell, Crider, Kramer, Romp. - <br />The Magor advised that a meeting had been arranged with the <br />County Commissioners und Village Officials in reEards to <br />lmproving Butternut Ridge. The conclusion Vras that the State <br />FiiEhway Dept would refer the matter to Columbus for considera- <br />tion for the State to pay the entire cost of repaving, one- <br />half the cost of draining, if the County Com.missioners would <br />? Pay one quarter of the cost of drAining and the abuttinE property <br />? the other one-quarter of the cost of draining. <br />. <br />¦
