NovnMBEx 16, 1954. . <br />MINUTES OF A MEETING OF THE COUNCIL OF THE CITY OF <br />NORTH OIMSTED: OHIO <br />Present were E. W. Baumgardner, President of Council, L. H. Baker, Harry M. Crider, <br />R. L. Decker, R. G. Knapp, William H. Kramer, Ralph G. Neubauer, G. H. Schwenk. <br />Dr. C. B. Lewis, Mayor,was absent. <br />In the absence of the Maqor, E. W. Baumgardner became Acting Mayor and Ralph G. <br />Neubauer, President pro tem. <br />A motion was made by Mr. Kramer and seconded by Mr. Cr3.der that tho minutes of <br />Ncvember 3., 1954 be approved as read. "Yeas" Bakers Crider, Decker, Knapp, Kramer, <br />Schwenk. <br />A camaunication was read from ths Plarm3ng Ccutcnission recommending to Councilj, <br />vacating the north 168.11 Pest oi Ranchviex Avenue to permit building at that <br />location. <br />A motion was made by Mr. Haker and seoonded by Mr.' Knapp that, the Solicitor be <br />authori2ed to advertise vacating the north 16$.11 teet of Ranchview Avenue to permit <br />building at that location. "Yeas" Baker, Deckers Knapp, Kramer, Schwenk. "Nay" <br />Cridor. <br />The Service Director stated that he had a request from Frank Condon Motor Sales to <br />use a loud. speaker in advertising their new cars. It was tha consensus of <br />oPinion of Council that this ti,ras against the ordinance and would set a precedent. ' <br />The Service Director reported that in connection with cleaning the ditch that runs <br />"across the Elwin Limpert property in Canterbury Road, Mayor Price advised that the <br />drag line was still In Brookpark so it will.be too la,te tor Westl.ake to use it <br />8nymore this year. They will get -the drag line earl,y in Spring, and do the Yrork for <br />us at tha.t titce. . . <br />The Safety-Service Director stated that the Board o2' Control had awarded the bid for <br />th8 police car to_Bundy Motor Coaapany for 01629.39. ; <br />Resolution #2066 was intreduced by Mr. ScYrqenk. A Resolution authorizing purchase of <br />police car. It was moved and seconded that tha above Resolutiori be adopted as read. <br />"Yeas" Baker, Crider, Deckero Knapp, Kramer, Schwenk. ; <br />ftesolution #2067 was introdueed by Mr. Kramer..,A Resolution declaring the aatount of <br />taxes that may be raised by levy at the m?dmum rate anthorized by law without a vote <br />of the electors to be insufficient and declar3ng the necessity of a levy in eaeeaa of <br />such rate. It was moved and seconded that the statutory ruls be suspended and the <br />Resolution be read immediately the second and third t3mes and put on its passage. The <br />aPfirmative vote on said motion aias as lollowss Bakers Crider, Decker., Knapp.. Kramers <br />Schwerlc. Thereupon the Reaolution was read the second and third times and put upon ? <br />its passage and the affir.native vote thereon was as follows: Baker, Crider., Decker, <br />XnaPP, Kramer, Schwenk. <br />? <br />Mr. Schxenk requested a meeting of the Finance C=mittes with the Auditor, in order <br />to determine where services would have to be curtailed in the event the 3-mill levy ., ' <br />. does not pass at the apecial election. i <br />Mr• Decker, Chairman of the Transportation Committee reported that a meeting was held ' <br />an November lOth, with Wastlake's Transportation Coaunittee and Ma.yor Prica, Mr. <br />Best and the Servi.ce Director were also in attendance:'"A 13mited schedule was offered <br />toTrlestlake running down Dover Road to Hilliard across to Canterbury and Westwood -- <br />three runs in the morning and evening and two during the day., effective November 29th. <br />Mr. Schwenk stated that the Safety Cora¢nittee would soon have a meeting with the ' <br />Businesaman's Association in regard to parking around the Bushnell Building. <br />The Safety Coanm,ittee recommended that two firemen be appointed. <br />A motion was ma.de bg Mr. Schwenk and seconded by Mr. Knapp that, the Safety-Service <br />Director be instructed to appoint two Yiremen. "Yeas" Crider, Decker, Knapps Kramer.,' <br />Schwenk. nNayrr Baker. <br />The Safety-Service Director appointed Ra,y A. Bement and Richard Donaldson as Fire,nen, <br />eP.;ective Decenber 1s 1954.
