? <br />NovMiBFR 3s 1954 <br />MINUTES OF A MEETING OF THE COUNCIL OF THE CITY OF <br />NOftTH OIMSTEDj OHIO <br />Present were Dr. C. B. I.gwis., Mayor, L. H, Baker, Harry M. Crider, R. L. Deckers <br />R. G. Knapp, William H. Kramer, Ralph G. Neubauer, G. H. Schwenk. Mr. Baumgardner <br />was absent. <br />In the absence of Mr. Baumgardner, Mr. Neubauer took the chair. <br />A motion was made by Mr. Kramer and seconded by Mr. Crider that the minutes of <br />October 19, 1954 be approved as read. "Yeas"?Bakerp Crider, Decker, Knappp- <br />Kraaiers Schwenk. ' <br />The Safetq-servica Director reported it was decided the city should clean the ditch <br />that nins across the Elwin Limpert property on Canterbury R.oad. The Village of <br />westlake is to;get the drag,lius next, and they xill be cleaning this ditch in West- <br />lake. The I.aw Director is to write a letter to Westlake asking them to clean that <br />Part of the ditch lying in North Olmsted, and then we will re-imburse the Village <br />of Westlake for this work. He further stated that it wi]l be neceasary to lay ' <br />250 leet of tile fromn Selhurst to Silverdale that will connect with the tile which <br />the builder is putting ia at the present t3me., which wi]1 drain that section so it <br />does not run down into the Limpert p'roperty. The trenching would cost 85¢ a foot <br />and the tile 89¢ a Yoot. The Service Airector reccmmended that we go ahead with this <br />work. . <br />A motion was made by Mr. Schrrenk and seconded by Mr. Kramer that the Service Director <br />be authorized to go ahead with the cleaning of the ditch and layirig the tile between <br />3elhurst and Silverdale Roads. "Yeas" Haker., Criders Deckers, Knapps Kramer., Schwenk. <br />The 3ertrica Director stated that bids had been ta.ken Yor a water main on Wellesley <br />Avenna, and that the Board of Control hAd awarded the contract to the 3 dc W Con- <br />struction Co. in the amount o! $18.9455•00. The Frigiueer'e Estimate was $25#030.00. <br />' The Service Director stated tha.t bids had bsen taken for a water main on Barton <br />Road aad that the Board of aontrol had awarded the contract to S& W Constraction = <br />Cc. in the amount of $2707740. The Engineerts Estimate was $33,870.00. <br />A communication was read fram the Planning CamQnission in which they i.nfoimed the <br />Counc3l that they had deeided not to recommend the rezoning of the lrontage on <br />Lorain 8oad between Harton Road and the caunty line Yor business. Their reaaon . <br />ror this decisioa is based on the Engineer'a report that the drainage in thie aec- <br />tion is very poor, except tor a tew lots which could be properly drained, and aince <br />the Planning Caamaission doee not believe in spot zoning, they recarmneud that this <br />eection be left as zoned., <br />ordinance #2059 was introduced,by Mr. Baker. An Ordinance authorizing the Service Director to enter into a contract with the City of Berea for garbage dispoaal. <br />It waa moved and seconded that the statutory rule be auspended and the Ordinance be <br />read imnediately the second and third times ancl put on its passage. The atfirmative <br />vote on said motion was as Yollows:,,Bakers?Crideri Decker, Knapp, Kramer, Schwenk. <br />Thereupon ths Ordinance xas read the second and third times and put upon its passage <br />and the atfirmative vote thereon was as followa: Bakers Crider., Deckers Knappp <br />Kramer, Schwenk. ' <br />Mr. Kramers, Chairmaa of the Finance Cammittees, requested a meeting with the Council ? <br />as a whole on November 9s 1951+. I, <br />Mr. Deckers Chairman.of the Transportation Cammittees reported that a mesting waa ?I <br />held with the Weatlake Transportation Coaanittee and Mayor`Price on October 20thj, <br />at which time they presented a petition signed bq same 492 residents of Westlake, who I?I <br />are interested in getting bus service into the Cantcrbury-Westwood area, just this <br />side of Center xidge, Superintendeat of the Bus Line is stndying the situation as <br />far as equip%ent ia concerneds to see it service can be giTen to that,area, and xe I <br />are to have another meeting with them in the near fliture. A meetirig was held xith <br />" the Drivera' Camnittee on October 29th at which time the financial condition of the <br />bua linm was reviewed. No conclusion was reached, becauee the Cammittee„did not <br />teel that receipta trom the bus line xere enough to warrant ary hourl,y increaae, ao <br />the cammittee again postponed iacrease in hourly rate nntil some tuture date.
