CITY OF NORTH OLMSTED <br /> RESOLUTION NO. 2013 — 113 <br /> By: Mayor Kennedy <br /> A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN <br /> AGREEMENT WITH THE WESTERN RESERVE AREA AGENCY ON <br /> AGING ("WRAAA') TO ACCEPT GRANT FUNDS PURSUANT TO THE <br /> OLDER AMERICANS ACT FOR SENIOR COMMUNITY SERVICES IN <br /> ORDER TO PROVIDE FOR TITLE III C NUTRITION AND FAMILY <br /> CAREGIVER SUPPORT PROGRAMS (RFP) AT THE SENIOR CENTER; <br /> AND DECLARING AN EMERGENCY. <br /> WHEREAS, upon the initiative and recommendation of the Department of Human <br /> Resources, this Council has provided for the establishment of the City's Title III program known <br /> as The Senior Community Services Program and the Family Caregivers Support Program, now <br /> operated by the Division of Aging at the Multipurpose Senior Center, including support <br /> personnel to manage and operate the program; and <br /> WHEREAS, the existing Title 1I1 programs have enjoyed tremendous success at the <br /> Senior Center and this Council authorized grant applications for continued funding by and <br /> through Resolution 2012-55; and <br /> WHEREAS, it is the desire of this Council to continue the Title III programs operated by <br /> the Division of Aging for the benefit of participants and to therefore authorize the Mayor to enter <br /> into a Contract with WRAAA for 2014. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br /> NORTH OLMSTED, COUNTY OF CUYAHOGA,AND STATE OF OHIO: <br /> SECTION 1: That this Council does hereby authorize the Mayor to enter into Contract <br /> with the Western Reserve Area Agency on Aging (WRAAA) in order to authorize the <br /> Administrator of the Division of Aging to continue to operate for fiscal year 2014 Title III <br /> Program Grants, pursuant to the Older Americans Act of 1965 (42 USC Section 35), in order to <br /> continue, sustain and renew current programs, on the terms and conditions offered, and in a form <br /> approved by the Director of Law. <br /> SECTION 2: That this Resolution is hereby declared to be an emergency measure <br /> immediately necessary for the preservation of the public health, safety and welfare, and for the <br /> reason that this legislation must go into effect immediately in order to meet the December 20, <br /> 2013 contract submission deadline; and further provided it receives the affirmative vote of two- <br /> thirds of all members of Council, it shall take effect and be in force immediately upon its passage <br /> and approval by the Mayor. <br />
