CITY OF NORTH OLMSTED <br /> RESOLUTION NO. 2014 - 9 <br /> By: Mayor Kennedy <br /> A RESOLUTION DISPENSING WITH THE RFP PROCESS AND <br /> AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH <br /> THE SENIOR TRANSPORTATION CONNECTION OF CUYAHOGA <br /> COUNTY TO PROVIDE FOR, AMONG OTHER SERVICES, SENIOR <br /> CITIZEN TRANSPORTATION SERVICES, AND DECLARING AN <br /> EMERGENCY <br /> WHEREAS, the City of North Olmsted Commission on Paratransit ("NOCOP") in years <br /> past has entered into entered into agreements with the Senior Transportation Connection of <br /> Cuyahoga County, and its predecessor entities, to provide transportation services to qualifying <br /> seniors and persons with disabilities; and <br /> WHEREAS, this service was established in lieu of the NOCOP providing similar service <br /> and was continued by Agreement between NOCOP and STC in 2013 to maintain and enhance <br /> services for eligible individuals; and <br /> WHEREAS, NOCOP is disbanding in favor of member communities (Olmsted <br /> Township, Olmsted Falls and North Olmsted) contracting directly with Senior Transportation <br /> Connection of Cuyahoga County for the same services; and <br /> WHEREAS, the City of North Olmsted has been satisfied with the services provided to <br /> date and desires to continue this relationship into the future in its own right; and <br /> WHEREAS, it is the desire of this Council, in order to provide for the public health, <br /> safety and general welfare of the residents of the City of North Olmsted, to authorize the Mayor <br /> to enter into this contract. <br /> NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br /> NORTH OLMSTED, CUYAHOGA COUNTY,AND STATE OF OHIO: <br /> SECTION 1: That the Mayor be and he is hereby authorized to enter into a <br /> Transportation Services Contract with the Senior Transportation Connection, a copy of which is <br /> attached hereto and marked as Exhibit "A," from January 1, 2014, to December 31, 2014. The <br /> contract shall be substantially similar to the contact attached hereto with only such changes as <br /> are deemed not adverse to the City of North Olmsted and as otherwise are approved by the <br /> Director of Law. <br /> SECTION 2: That this Resolution is hereby declared to be an emergency measure <br /> immediately necessary for the preservation of the public health, safety and welfare, and for the <br /> further reason that the Agreement must be in effect to insure continuation of delivery of vital <br /> transportation services to the residents of North Olmsted, and further provided it receives the <br /> affirmative vote of two-thirds of all members of Council, it shall take effect and be in force <br /> immediately upon its passage and approval by the Mayor. <br />
