CITY OF NORTH OLMSTED RESOLUTION NO. 2014 - 9 By: Mayor Kennedy A RESOLUTION DISPENSING WITH THE RFP PROCESS AND AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE SENIOR TRANSPORTATION CONNECTION OF CUYAHOGA COUNTY TO PROVIDE FOR, AMONG OTHER SERVICES, SENIOR CITIZEN TRANSPORTATION SERVICES, AND DECLARING AN EMERGENCY WHEREAS, the City of North Olmsted Commission on Paratransit ("NOCOP") in years past has entered into entered into agreements with the Senior Transportation Connection of Cuyahoga County, and its predecessor entities, to provide transportation services to qualifying seniors and persons with disabilities; and WHEREAS, this service was established in lieu of the NOCOP providing similar service and was continued by Agreement between NOCOP and STC in 2013 to maintain and enhance services for eligible individuals; and WHEREAS, NOCOP is disbanding in favor of member communities (Olmsted Township, Olmsted Falls and North Olmsted) contracting directly with Senior Transportation Connection of Cuyahoga County for the same services; and WHEREAS, the City of North Olmsted has been satisfied with the services provided to date and desires to continue this relationship into the future in its own right; and WHEREAS, it is the desire of this Council, in order to provide for the public health, safety and general welfare of the residents of the City of North Olmsted, to authorize the Mayor to enter into this contract. NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, CUYAHOGA COUNTY,AND STATE OF OHIO: SECTION 1: That the Mayor be and he is hereby authorized to enter into a Transportation Services Contract with the Senior Transportation Connection, a copy of which is attached hereto and marked as Exhibit "A," from January 1, 2014, to December 31, 2014. The contract shall be substantially similar to the contact attached hereto with only such changes as are deemed not adverse to the City of North Olmsted and as otherwise are approved by the Director of Law. SECTION 2: That this Resolution is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare, and for the further reason that the Agreement must be in effect to insure continuation of delivery of vital transportation services to the residents of North Olmsted, and further provided it receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
