CITY OF NORTH OLMSTED RESOLUTION NO. 2014-10 BY: Mayor Kennedy A RESOLUTION DISPENSING WITH THE RFP PROCESS AND AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH CUYAHOGA COUNTY/ THE CUYAHOGA COUNTY ENGINEER FOR THE PURPOSE OF PROVIDING INSPECTION SERVICES FOR BRIDGES AND CULVERTS,AND DECLARING AN EMERGENCY. WHEREAS, pursuant to R.C. §723.54, the City of North Olmsted is responsible for the inspection and maintenance of bridge structures within City limits, except for bridges on a state or county highway system; and WHEREAS, the Administration believes that the City can most efficiently and cost effectively conduct its bridge inspections by contract with the Cuyahoga County Engineer, as evidenced by previous contracts authorized in 2010, 2011, 2012 and 2013; WHEREAS, it is the recommendation of the Director of Planning and Development that the City, rather than attempt to procure the necessary services elsewhere and otherwise through the City's RFP/RFQ procedures, instead enter into a one year contract with the Cuyahoga County Engineer to provide such services for an estimated $5,898.57; and WHEREAS, it is accordingly the desire of this Council to dispense with the RFP/RFQ process and authorize the Mayor to enter into a one year contract with the Cuyahoga County Engineer. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA,AND STATE OF OHIO: SECTION 1: That the Mayor be and he hereby is authorized to enter into a one year contract with Cuyahoga County / Cuyahoga County Engineer, to provide bridge inspection services for structures (bridges and culverts) located. SECTION 2: That provided the proposal for 2015 and 2016 is not more than 20% higher than the base price in 2014, then the Mayor be and he is authorized to enter into an additional contract(s) in 2015 and 2016 without the need for additional legislation; and SECTION 3: That, prior to the Mayor's signature of said bridge inspection contract(s), the terms and conditions thereof, together with all matters of legal form, shall be reviewed and approved by the Director of Law and further that the Director of Finance certify the availability of funds in the contractual amount(s).
