REQUEST FOR BIDS: DISPOSAL OF WASTEWATER TREATMENT PLANT BIOSOLIDS AND <br /> TRANSPORTATION AND DISPOSAL OF WASTEWATER TREATMENT PLANT BIOSOLIDS <br /> The intent of this Request for Bids is to establish a term contract, in accordance with the city's codified <br /> ordinance section ???, with one or more qualified companies,to provide 1 or more approved facilities <br /> for disposal of the North Olmsted Wastewater Treatment Plant's( NOWWTP) Biosolids, as well as <br /> transportation and disposal of wastewater treatment plant Biosolids. <br /> The city of North Olmsted operates a wastewater treatment plant at 23775 Mastick Road, North <br /> Olmsted Ohio under the OEPA ( Ohio Environmental Protection Agency's) NPDES (National Pollution <br /> Discharge Elimination System). The facility's most recent NPDES permit number is 3PD00016*LD, which <br /> is current, with a new permit anticipated to be approved in 2014. As part of the city's NPDES permit, the <br /> city is currently approved to dispose of wastewater biosolids through reporting codes 586 <br /> (transportation to an approved solid waste landfill) or reporting code 588 (disposal at another NPDES <br /> permitted facility). <br /> The average daily flow to the WWTP is 5.2 MGD. The city is primarily a residential community, with a <br /> large number of commercial facilities. As part of the city's pretreatment program, there is currently one <br /> significant industrial user identified. <br /> SCOPE OF WORK <br /> The city currently operates a centrifuge for the purposes of dewatering activated sludge biosolids. The <br /> wet tons of biosolids disposed of for the past three years are as follows: <br /> Total % Hauled by % Hauled by outside <br /> Disposed NOWWTP sources <br /> 2011 5560 53 57 <br /> 2012 5050 60 40 <br /> 2013 5300 80 20 <br /> It is the intent of the city to transport the majority of the dewatered biosolids in city owned dumpsters, <br /> using city owned trucks. The city also intends to utilize the services of an outside contractor to provide <br /> transportation and disposal of wastewater biosolids as needed. <br /> OPERATIONS <br /> Transportation of biosolids shall not start before 7:00 am or continue after 4:00 pm on the same day. <br /> Exceptions to collection hours shall be effected on upon the mutual agreement of the City and <br /> Contractor, or when contractor reasonably determines that an exception is necessary in order to <br /> complete the pick up on an existing container due to unusual circumstances. <br /> The Contractor shall conduct operations under his contract in compliance with all applicable Federal, <br /> State and Local laws; provided, however, that the general specifications shall govern the obligations of <br /> the Contractor where there exist conflicting ordinances of the City on the subject. <br /> COMPLIANCE WITH LAWS <br /> NOWWTP 2014 BIOSOLIDS BID SPECIFICATIONS <br />
