CITY OF NORTH OLMSTED RESOLUTION NO. 2014 - 21 By: Mayor Kennedy A RESOLUTION AUTHORIZING THE MAYOR TO PURCHASE A NEW FORD F750, MODEL LR V60-E70 TREE TRIMMING ARIEL TRUCK FROM ALTEC INDUSTRIES, INC. AT A COST OF $154,387.00, ALL THROUGH THE STATE PURCHASE PROGRAM; AND FURTHER AUTHORIZING THE MAYOR TO EXECUTE ALL DOCUMENTS NECESSARY TO EFFECTUATE SUCH PURCHASE,AND DECLARING AN EMERGENCY. WHEREAS, the "bucket truck" currently in use by the City of North Olmsted Service Department has reached the end of its useful life, despite efforts by the Service Department to keep this vehicle on the road; and WHEREAS, the Director of Public Service recommends that the City acquire a Ford F750, Model LRV60-E70 bucket truck from Altec Industries, Inc. at a cost of $154,387.00, as established on the state purchase program; and WHEREAS, it is the desire of this Council to authorize the Mayor to purchase said vehicle, through the State purchase program, as a permitted exception to the competitive bidding procedure that otherwise would be required for such expenditures, and to further authorize the Mayor to execute any documents required for such expenditure, including, subject to approval of the Board of Control, if necessary, a contract with the lowest and best bidder selected among State qualified vendors. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA,AND STATE OF OHIO: SECTION 1: That the Mayor be and he is hereby authorized to purchase through the State Purchasing Program, which was established by R.C. Section 125.04, and which the City is authorized to participate in pursuant to the City Charter and Resolution No. 87-6, one (1) new Ford F750, Model LRV60-E70 bucket truck and related equipment for this vehicle from Altec Industries, Inc. at a cost of$154,387.00, all of which is described in the specifications on file in the Service Department. If necessary to effectuate any such purchase through the State Purchasing Program, the Mayor is hereby authorized to execute any contract and/or other necessary documents required by the authorized vendor(s), the State of Ohio, or the Charter. Any contract executed by the Mayor shall be in a form and substance consistent with the provisions of this Resolution and be approved by the Director of Law. SECTION 2: That this Resolution is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare, and, additionally, it is necessary that this Resolution go into effect immediately due to the deteriorating condition of the current vehicle and the eleven (11) month order and construction
