The meeting was adjourned at 7:35 p.m. <br /> err <br /> AUDIENCE PARTICIPATION <br /> No comments. <br /> LEGISLATION <br /> Ordinance 2013-102 introduced by Mayor Kennedy was given its third reading. An <br /> Ordinance to make appropriations for current expenses and other expenditures for the <br /> City of North Olmsted for the year ending December 31, 2014. Councilman Barker <br /> moved for adoption. The motion was seconded by Councilman Schumann and passed <br /> unanimously. Ordinance 2013-102 adopted 7-0. <br /> Ordinance 2013-107 introduced by Mayor Kennedy was given its third reading. An <br /> Ordinance providing for the issuance and sale of not to exceed $2,150,000 of Notes, in <br /> anticipation of the issuance of Bonds, to provide funds to pay costs of renovating, <br /> remodeling, rehabilitating, furnishing, equipping and otherwise improving buildings and <br /> facilities in the city's Recreation Center Complex and improving and equipping their site, <br /> together with all necessary appurtenances and work incidental thereto. Councilman <br /> Barker moved for adoption. The motion was seconded by Councilman Kearney and <br /> passed unanimously. Ordinance 2013-107 adopted 7-0. <br /> Ordinance 2013-108 introduced by Mayor Kennedy was given its third reading. An <br /> Ordinance providing for the issuance and sale of not to exceed $425,000 of Notes, in <br /> anticipation of the issuance of Bonds, to provide funds to pay costs of improving the <br /> city's storm water drainage system by replacing a culvert in Windsor Drive, together with <br /> work incidental thereto. Councilman Barker moved for adoption. The motion was <br /> seconded by Councilman Schuman and passed unanimously. Ordinance 2013-108 <br /> adopted 7-0. <br /> Ordinance 2013-98 introduced by Councilwoman Williamson was given its second <br /> reading. An Ordinance amending Section 3 of Ordinance No. 2002-103, as later <br /> amended by Ordinance Nos. 2002-154 and 2008-155, which collectively established fees <br /> and charges for emergency medical services rendered by the City of North Olmsted Fire <br /> Department, in order to increase fees ad charges currently charged, and declaring an <br /> emergency. Councilwoman Williamson made a motion to suspend the rule requiring <br /> three readings as this matter was discussed in committee and it's necessary to have the <br /> rates in place by the first of the year. The motion was seconded by Councilman <br /> Schumann. Roll Call: Williamson, no; Schumann, yes; Limpert, yes; Orlowski, no; <br /> Kearney, yes; Brossard, yes; Barker, yes. Motion passed 5-2. <br /> Dennis Lambert, 25057 Carey Lane said he did not attend the committee meeting, and he <br /> had a couple of questions. Is the city billing at the usual and customary fee that the <br /> insurance companies pay? Some of it is written off as a contractual adjustment for <br /> Medicare, Medicaid and for insurance companies. The billing company makes the <br /> "lo"` recommendation on what amount to charge. His issue is the co-pays and not gouging <br /> 6 <br />
