CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2014 - 42 <br />By: Mayor Kennedy <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC SAFETY <br />TO APPLY FOR, AND FOR THE MAYOR TO ACCEPT ON BEHALF OF <br />THE CITY OF NORTH OLMSTED, FUNDING FROM THE UNITED <br />STATES DEPARTMENT OF JUSTICE, OFFICE OF COMMUNITY <br />ORIENTED POLICING SERVICES, "COPS" HIRING PROGRAM GRANT, <br />FURTHER AUTHORIZING THE MAYOR TO ENTER INTO AN <br />AGREEMENT WITH THE APPROPRIATE FEDERAL AGENCY TO <br />ACCEPT FUNDING ON BEHALF OF THE CITY, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, the United States Department of Justice, Office of Community Oriented <br />Policing Services (COPS) FY 2014 COPS Hiring Program allows for applicants to seek funds to <br />hire entry level career law enforcement officers in an effort to create and preserve jobs and <br />increase their community policing capacity and crime prevention efforts; and <br />WHEREAS, it is the desire of this Council to authorize the Director of Public Safety to <br />apply for said grant and to further authorize the Mayor to accept said grant if awarded and to <br />execute any necessary agreement or other required documents with federal agencies to accept <br />said grant funding and to expend local funds necessary to satisfy any local matching or <br />percentage of contribution. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council does hereby authorize the Director of Public Safety to <br />apply for the United States Department of Justice, Office of Community Oriented Policing <br />Services (COPS) FY 2014 COPS Hiring Program grant and, if the application is granted, further <br />authorize the Mayor to enter into an agreement, and /or execute such other required documents <br />with the appropriate agency or agencies to accept all such grant funding on behalf of the City; <br />and further authorizing the expenditure of local funds, as required by said grant terms, in order to <br />meet the City's matching funds or percentage of contribution. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety, and welfare, and for the <br />further reason it is necessary that this legislation go into effect immediately in order that the City <br />may make a timely application for participation (May of 2014); and further, provided it receives <br />the affirmative vote of two - thirds of all members of the Council, it shall take effect and be in <br />force immediately upon its passage and approval by the Mayor. <br />
