CITY OF NORTH OLMSTED RESOLUTION NO. 2014 - 44 By: Mayor Kennedy A RESOL UTION A UTHORIZING THE MA YOR TO ENTER INTO A CONTRACT WITH WESTSHORE COMMUNICATIONS TO PURCHASE AUDIO / VISUAL AND COMMUNICATION EQUIPMENT AS PART OF THE IMPROVEMENT PROJECT AT THE NORTH OLMSTED RECREATION CENTER, AND DECLARING AN EMERGENCY. WHEREAS, the Recreation Commissioner solicited proposals from various vendors to provide sound and television equipment for the pool, ice rink, tennis courts, lobby and fitness areas of the Recreation Center; and WHEREAS, three vendors responded and Westshore Communications' proposal was the lowest responsive bid at the amount of $47,450.00 (attached); and WHEREAS, public bidding for the purchase of goods is not required if the contract is under $50,000.00, although this Council must still expressly authorize the Mayor to sign the contract if the amount is over $5,000.00; and WHEREAS, it is the desire of this Council to authorize the Mayor to enter into an agreement with Westshore Communications to purchase audio / visual and communication equipment from Westshore Communications in an amount not to exceed $50,000.00. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the Mayor be and he is hereby authorized to enter into a contract with Westshore Communications to purchase audio / visual and communication equipment as set forth in the attached proposal. Any contract executed by the Mayor shall be in a form and substance consistent with the provisions of this Resolution and be approved by the Director of' Law. SECTION 2: That this Resolution is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare, and for the further reason that general construction is scheduled to commence shortly and installation of the audio / visual and communication equipment must be coordinated with the ongoing improvements at the Recreation Center, and provided it receives the affirmative vote of two - thirds of all members of Council, then it shall take effect and be in force immediately upon its passage and approval by the Mayor.
