CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2014 - 44 <br />By: Mayor Kennedy <br />A RESOL UTION A UTHORIZING THE MA YOR TO ENTER INTO A <br />CONTRACT WITH WESTSHORE COMMUNICATIONS TO PURCHASE <br />AUDIO / VISUAL AND COMMUNICATION EQUIPMENT AS PART OF <br />THE IMPROVEMENT PROJECT AT THE NORTH OLMSTED <br />RECREATION CENTER, AND DECLARING AN EMERGENCY. <br />WHEREAS, the Recreation Commissioner solicited proposals from various vendors to <br />provide sound and television equipment for the pool, ice rink, tennis courts, lobby and fitness <br />areas of the Recreation Center; and <br />WHEREAS, three vendors responded and Westshore Communications' proposal was the <br />lowest responsive bid at the amount of $47,450.00 (attached); and <br />WHEREAS, public bidding for the purchase of goods is not required if the contract is <br />under $50,000.00, although this Council must still expressly authorize the Mayor to sign the <br />contract if the amount is over $5,000.00; and <br />WHEREAS, it is the desire of this Council to authorize the Mayor to enter into an <br />agreement with Westshore Communications to purchase audio / visual and communication <br />equipment from Westshore Communications in an amount not to exceed $50,000.00. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he is hereby authorized to enter into a contract with <br />Westshore Communications to purchase audio / visual and communication equipment as set <br />forth in the attached proposal. Any contract executed by the Mayor shall be in a form and <br />substance consistent with the provisions of this Resolution and be approved by the Director of' <br />Law. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and for the <br />further reason that general construction is scheduled to commence shortly and installation of the <br />audio / visual and communication equipment must be coordinated with the ongoing <br />improvements at the Recreation Center, and provided it receives the affirmative vote of two - <br />thirds of all members of Council, then it shall take effect and be in force immediately upon its <br />passage and approval by the Mayor. <br />
