CITY OF NORTH OLMSTED RESOLUTION NO. 2014 — 58 By: Mayor Kennedy A RESOLUTION AUTHORIZING AND DIRECTING THE DIRECTOR OF PLANNING AND DEVELOPMENT TO MAKE APPLICATION ON BEHALF OF THE CITY OF NORTH OLMSTED FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR THE FISCAL YEAR 2015 FOR THE COUNTRY CLUB BOULEVARD STREETSCAPE PROJECT, PHASE II & III, FURTHER AUTHORIZING THE USE OF CITY FUNDS AS THE LOCAL MATCH; FURTHER AUTHORIZING THE MAYOR TO ACCEPT THE GRANT IF AWARDED AND TO EXECUTE A CONTRACT WITH CUYAHOGA COUNTY, AND DECLARING AN EMERGENCY. WHEREAS, this Council created, through the adoption of Resolution No. 2012 -54, a Citizens Advisory Committee (CAC), in part, for the purpose of reviewing and recommending applications for Community Development Block Grants (CDBG) during fiscal years 2013 through 2015; and WHEREAS, this Council has determined that the City of North Olmsted qualifies for CDBG funds; and WHEREAS, the Citizens Advisory Committee has submitted a report to this Council recommending the above entitled project, which involves ongoing streetscape improvements to Country Club Boulevard; and WHEREAS, it is accordingly the desire of this Council to authorize the Director of Planning and Development to make application for said CDBG partial funding for said project, to authorize the use of matching funds for construction costs and an additional presently undetermined amount for project administration costs, and to authorize the Mayor to accept the CDBG grant if awarded. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That this Council does hereby authorize the Director of Planning and Development to prepare, sign and submit an application for Community Development Block Grant funds for fiscal year 2015 on behalf of the City of North Olmsted for the Country Club Boulevard Streetscape, Phase II & III project in the maximum amount; does further authorize the use of matching City funds for the project as described in the application, for construction costs and an additional amount as yet undetermined for project administration costs; and finally does authorize the Mayor to accept the grant and execute a contract and any and all other necessary papers, if a grant is awarded.
