CITY OF NORTH OLMSTED RESOLUTION NO. 2014 — 61 By: Mayor Kennedy A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC SERVICE TO ADVERTISE FOR BIDS FOR THE AWARD OF A CONTRACT TO PROVIDE CONSTRUCTION SERVICES FOR THE REPAIR AND REPLACEMENT OF ROOFING SYSTEMS OF WASTEWATER TREATMENT PLANT BUILDING NO. 2., AS DETAILED IN THE SPECIFICATIONS ON FILE, AND AUTHORIZING THE MAYOR, FOLLOWING APPROVAL OF THE BOARD OF CONTROL, TO CONTRACT FOR THE SAME WITH THE LOWEST AND BEST BIDDER, AND DECLARING AN EMERGENCY. WHEREAS, inspection of the roofing systems of Wastewater Treatment Plant (WWTP) Building No. 2 (aka Chemical Storage Building) reveal excessive moisture that requires repair and replacement, as outlined by bidding specifications on file in the Office of the Director of Public Service, and as presented to Council for information; and WHEREAS, it is the desire of this Council to authorize the Director of Public Service to advertise for bids for the award of a contract to repair and replace said roofing system on WWTP Building No. 2, as set forth in said specifications, and to further authorize the Mayor, following approval by the Board of Control, to enter into a contract with the lowest and best bidder. NOW, 'THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION l: That the Director of Public Service be and he is hereby authorized to advertise for bids for the award of a contract to repair and replace the roofing system on WWTP Building No. 2, as detailed in the specifications now on file with the Service Director, and that the Mayor, following approval by the Board of Control, is hereby authorized to execute a contract on behalf of the City with the lowest and best bidder. SECTION 2: That this Resolution is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety, and welfare, and for the further reason it is necessary that this legislation go into effect immediately in order that the City may expedite competitive bidding for seasonal work, to protect equipment recently installed within WWTP Building No. 2 pursuant to overall systems renovations in compliance with NPDCS permit and further, provided it receives the affirmative vote of two - thirds of all members of the Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
