CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2014 — 61 <br />By: Mayor Kennedy <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC SERVICE <br />TO ADVERTISE FOR BIDS FOR THE AWARD OF A CONTRACT TO <br />PROVIDE CONSTRUCTION SERVICES FOR THE REPAIR AND <br />REPLACEMENT OF ROOFING SYSTEMS OF WASTEWATER <br />TREATMENT PLANT BUILDING NO. 2., AS DETAILED IN THE <br />SPECIFICATIONS ON FILE, AND AUTHORIZING THE MAYOR, <br />FOLLOWING APPROVAL OF THE BOARD OF CONTROL, TO <br />CONTRACT FOR THE SAME WITH THE LOWEST AND BEST BIDDER, <br />AND DECLARING AN EMERGENCY. <br />WHEREAS, inspection of the roofing systems of Wastewater Treatment Plant (WWTP) <br />Building No. 2 (aka Chemical Storage Building) reveal excessive moisture that requires repair <br />and replacement, as outlined by bidding specifications on file in the Office of the Director of <br />Public Service, and as presented to Council for information; and <br />WHEREAS, it is the desire of this Council to authorize the Director of Public Service to <br />advertise for bids for the award of a contract to repair and replace said roofing system on WWTP <br />Building No. 2, as set forth in said specifications, and to further authorize the Mayor, following <br />approval by the Board of Control, to enter into a contract with the lowest and best bidder. <br />NOW, 'THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION l: That the Director of Public Service be and he is hereby authorized to <br />advertise for bids for the award of a contract to repair and replace the roofing system on WWTP <br />Building No. 2, as detailed in the specifications now on file with the Service Director, and that <br />the Mayor, following approval by the Board of Control, is hereby authorized to execute a <br />contract on behalf of the City with the lowest and best bidder. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety, and welfare, and for the <br />further reason it is necessary that this legislation go into effect immediately in order that the City <br />may expedite competitive bidding for seasonal work, to protect equipment recently installed <br />within WWTP Building No. 2 pursuant to overall systems renovations in compliance with <br />NPDCS permit and further, provided it receives the affirmative vote of two - thirds of all members <br />of the Council, it shall take effect and be in force immediately upon its passage and approval by <br />the Mayor. <br />
