LEGISLATION Ordinance 2014 -50 introduced by Mayor Kennedy was given its second reading. An Ordinance amending the rates of compensation for various administrative and legislative personnel for the year 2014 to change the part-time Assistant Clerk of Court position (Section 413, 3) from part -time to full -time and add support personnel (Section 413, 4); and to otherwise restate the compensation rates and descriptions for various administrative and legislative personnel for the year 2014, and declaring an emergency, as amended. Councilman Kearney made a motion to suspend the rule requiring three readings as this was discussed in committee and the Court Clerk would appreciate the help sooner than later. Ordinance 2014 -50 adopted 6 -0. Ordinance 2014 -52 introduced by Mayor Kennedy was given its second reading. An Ordinance both amending Section 333.03 of the Traffic Code entitled "Maximum Speed Limits; Assured Clear Distance Ahead" and further amending the Traffic Control File of the City of North Olmsted so as to provide for an increase in the speed limit on Stearns Road between Lorain Road and the Westlake Corporation Line from thirty -five miles per hour to forty -five miles per hour, and declaring an emergency. Councilman Barker made a motion to table Ordinance 2014 -52 as the committee did not support this legislation. The motion was seconded by Councilman Brossard and passed unanimously. Ordinance 2014 -52 tabled 6 -0. Ordinance 2014 -53 introduced by Mayor Kennedy was given its second reading. An Ordinance amending Section 941.04 of Chapter 941 of the Streets, Utilities and Public Services Code entitled "Refuse Collection" in order to update standards for collection of recyclable materials. Resolution 2014 -54 introduced by Mayor Kennedy on behalf of himself and the entire City Council was given its second reading. A Resolution authorizing the Mayor to accept the donation of a Lucas Chest Compression System from University Hospitals for use in the Division of Fire, and declaring an emergency. Ordinance 2014 -55 introduced by Mayor Kennedy was given its second reading. An Ordinance amending Section 521.11 of the General Offenses Code in order to establish penalties relating to the deposit of snow and ice on the property of another owner without permission to do so. Ordinance 2014 -56 introduced by Mayor Kennedy was given its second reading. An Ordinance amending and re- establishing Chapter 131.99 of the Administrative Code, entitled "Composition and Organization of the Office of Mayor" in order to provide for the reorganization of the Division of Parks and Recreation. 31
