CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2014 — 73 <br />By: Mayor Kennedy <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC SAFETY <br />TO ADVERTISE FOR BIDS FOR THE AWARD OF A CONTRACT TO <br />PURCHASE SELF - CONTAINED BREATHING APPARATUS FOR THE <br />NORTH OLMSTED FIRE DEPARTMENT, AS DETAILED IN THE <br />SPECIFICATIONS ON FILE, AND AUTHORIZING THE MAYOR, <br />FOLLOWING APPROVAL OF THE BOARD OF CONTROL, TO <br />CONTRACT FOR THE SAME WITH THE LOWEST AND BEST BIDDER, <br />AND DECLARING AN EMERGENCY. <br />WHEREAS, it is necessary to replace the self - contained breathing apparatus (SCBA) <br />used by Firefighters at the North Olmsted Fire Department (NOFD), as the equipment is outlined <br />by bidding specifications on file in the Office of the Director of Public Safety, and as presented <br />to Council for information; and <br />WHEREAS, thirty -five (35) new SBCA can be acquired with funding by and through the <br />Assistance to Firefighters Grant (AFG) program operated by the Federal Emergency <br />Management Agency (FEMA); and <br />WHEREAS, it is the desire of Council to authorize the Director of Public Safety to <br />advertise for bids for the award of a contract to purchase thirty -five (35) new SCBA for the <br />NOFD, as set forth in said specifications, and to further authorize the Mayor, following approval <br />by the Board of Control, to enter into a contract with the lowest and best bidder. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Director of Public Safety be and he is hereby authorized to <br />advertise for bids for the award of a contract to purchase equipment, to wit, thirty -five (35) <br />SCBA, for use by the NOFD, as detailed in the specifications now on file with the Safety <br />Director, and that the Mayor, following approval by the Board of Control, is hereby authorized to <br />execute a contract on behalf of the City with the lowest and best bidder. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety, and welfare, and for the <br />further reason it is necessary that this legislation go into effect immediately in order that the City <br />may expedite competitive bidding in order to comply with grant funding requirements, and <br />further, provided it receives the affirmative vote of two - thirds of all members of the Council, it <br />shall take effect and be in force immediately upon its passage and approval by the Mayor. <br />
