CITY OF NORTH OLMSTED RESOLUTION NO. 2014 — 73 By: Mayor Kennedy A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC SAFETY TO ADVERTISE FOR BIDS FOR THE AWARD OF A CONTRACT TO PURCHASE SELF - CONTAINED BREATHING APPARATUS FOR THE NORTH OLMSTED FIRE DEPARTMENT, AS DETAILED IN THE SPECIFICATIONS ON FILE, AND AUTHORIZING THE MAYOR, FOLLOWING APPROVAL OF THE BOARD OF CONTROL, TO CONTRACT FOR THE SAME WITH THE LOWEST AND BEST BIDDER, AND DECLARING AN EMERGENCY. WHEREAS, it is necessary to replace the self - contained breathing apparatus (SCBA) used by Firefighters at the North Olmsted Fire Department (NOFD), as the equipment is outlined by bidding specifications on file in the Office of the Director of Public Safety, and as presented to Council for information; and WHEREAS, thirty -five (35) new SBCA can be acquired with funding by and through the Assistance to Firefighters Grant (AFG) program operated by the Federal Emergency Management Agency (FEMA); and WHEREAS, it is the desire of Council to authorize the Director of Public Safety to advertise for bids for the award of a contract to purchase thirty -five (35) new SCBA for the NOFD, as set forth in said specifications, and to further authorize the Mayor, following approval by the Board of Control, to enter into a contract with the lowest and best bidder. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the Director of Public Safety be and he is hereby authorized to advertise for bids for the award of a contract to purchase equipment, to wit, thirty -five (35) SCBA, for use by the NOFD, as detailed in the specifications now on file with the Safety Director, and that the Mayor, following approval by the Board of Control, is hereby authorized to execute a contract on behalf of the City with the lowest and best bidder. SECTION 2: That this Resolution is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety, and welfare, and for the further reason it is necessary that this legislation go into effect immediately in order that the City may expedite competitive bidding in order to comply with grant funding requirements, and further, provided it receives the affirmative vote of two - thirds of all members of the Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
