But we have shared our concerns with what a national charter school advocate called the <br />"Wild, Wild West" scenario in Ohio due to its loose rules and poor oversight. <br />In a state -by -state analysis completed earlier this month, the National Alliance for Public Charter Schools <br />recommended that Ohio, quote: <br />"Change its law to further strengthen accountability policies by improving the charter school approval <br />process, charter school oversight, and the charter school renewal and closure process. We also <br />encourage the state to ensure that authorizers are closing chronically low- performing charters." <br />Here's a snapshot of how North Olmsted has been impacted by the charter school system in Ohio. <br />North Olmsted received $1,643 dollars per student in basic state aid last year. However, each time a <br />student left the NOCSD to attend a charter school, $7,180 was transferred from our district to that <br />school. Therefore, the district lost $5,537 public tax dollars to private operators each time a student <br />transferred. Keep in mind, there is no longer any oversight of the public's money from representatives <br />elected by the public when this happens. <br />Last year, 88 students left the NOCSD to attend one of 21 charter schools. Compared to North Olmsted's <br />composite Performance Index grade of B, the breakdown of these 21 charter schools is as follows: <br />• 1 had a grade of A <br />• 1 had a grade of B <br />• There were 7 C's, 6 D's and 1 F <br />• 5 didn't even bother to report results <br />The Insight School of Ohio is one of the charter schools North Olmsted students attended. This is an <br />online school owned by K -12 Inc., which also owns the online school called Ohio Virtual Academy. K -12 <br />Inc. opened the Insight School after the NCAA refused to accept credits from Ohio Virtual Academy due <br />to its poor academic performance. The 4 -year graduation rate from OVA is 34 %. There is no graduation <br />rate posted yet for the Insight School of Ohio, but the 4 -year graduation rate for the Insight School of <br />Minnesota is 17 %. <br />North Olmsted's 4 -year graduation rate is approximately 93 %. <br />Several students attended the Alternative Education Academy, which posted a Performance Index grade <br />of D. This school has a 4 -year graduation rate of 20.3% and is owned by White Hat Management. White <br />Hat also operates a charter school called Life Skills of Northeast Ohio, which graduated 2 out of 155 <br />students last year. Meanwhile, White Hat currently receives about 15 cents of every tax dollar spent on <br />Ohio charters, and has cleared over 1- Billion dollars in profits since charter schools began operating here <br />in 1999. <br />The last example of charter school malfeasance is the Electronic Classroom of Tomorrow, or ECOT. <br />Eighteen (18) North Olmsted students transferred to this D -rated school, taking nearly $120,000 in state <br />aid with them. The founder and operator of ECOT also owns the company that provides management <br />services to the charter school, and owns a separate company that provides the curriculum resources to <br />
